A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.

In this position, the incumbent will perform a variety of journey level preservation work using a variety of materials and tools. Construct/fabricate cabinetry, furniture, and replicate/install historic fabrics. Construct and rehabilitate wood framed structures, furnishings, and accessories primarily within the historical and architectural aspects within all-building offices, museums, visitor centers, and workshops. Perform carpentry work and preservation elements such as structural framing, rafters, doors, windows, reconstruct, restore, or rehabilitate floors, staircases, trusses and beams, reconstruct, restore, or rehabilitate interior and exterior trim, and roofing, etc. Maintain, repair, construct and rebuild of a variety of surfaces and structures of brick, block, stone, lime based mortar and other related materials, such as partitions, walls, walkways, foundations, etc.

To qualify for this position, you must have sufficient knowledge and ability in the following job-related factors:

CTAP/ICTAP - Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Physical Demands: The incumbent performs work at construction sites. There is considerable physical exertion related to actions such as lifting, pushing, pulling, or carrying objects of various sizes, weights, and shapes. There is considerable standing, stooping, lifting, and bending. Because of the multi-faceted craft aspects of this position, work is frequently performed under structures, which requires the incumbent to work overhead or in a stretched, cramped, or awkward position. Fieldwork magnifies the physical effort required to perform the duties of this position and reflect actual restoration project environments. Incumbent is required to perform craftsman work in the investigation of historic structures and in working with other employees in restoration techniques. Inspections may require working in cramped, close quarters underneath structures or on rooftops several hundred feet above ground level. The incumbent occasionally may lift and carry items that weigh 50 pounds or more. Backcountry work may require the incumbent to hike or ride by horseback to the job site in remote locations over rough terrain.

Working Conditions: Work is performed throughout the Park, where the incumbent is subject to cuts from hand or power tools and danger from flying splinters or chips. In the shop the incumbent is exposed to noise and sawdust in the air. The presence of lead paint on historic fabric may require special knowledge and handling and the use of protective equipment in the shop or at the job site, and require special attention and the use of safety equipment. Work is both inside and outside, in all types of weather. The incumbent must work at elevations from sea level to above 4,000 feet. Temperatures vary from -20 to 90+ degrees. Winter snow depths may vary from two to six feet with icy driving conditions involved. The incumbent may be exposed to snow and ice conditions in winter and rain and wind in summer. Work is performed in all types of weather, both indoor and outdoors. Considering the nature of historic structures and the unknown structural characteristics, field inspections may contain some hazardous conditions (e.g., asbestos, PCBs).

Non-Competitive Rehire Eligibility: Temporary seasonal employees can only maintain their non-competitive rehire eligibility if they work no more than a combined total of Temporary NTE less than 1040 hours anywhere in the National Park Service (NPS) within their established service year. Accordingly, non-competitive rehire eligibility allows for re-appointment to the same position or another position appropriate for temporary appointment with the same qualification requirements (5 CFR 316.402[b][7]), based on series and grade, anywhere in the major subdivision (NPS).

If you have held a temporary seasonal appointment in the past 12 months and have already worked the maximum temporary appointment less than 1040 hours during that period, you are still welcome to apply. However, please be aware that exceeding the limit of 1040 hours in your established service year will result in the loss of your non-competitive rehire eligibility.

The limit can be exceeded by working multiple temporary seasonal positions that result in a combined total greater than 1040 hours. The limit also can be exceeded by working a single temporary seasonal appointment that exceeds 1040 hours, unless granted an exception by OPM.

Employment may be terminated at any time due to fluctuations in funding levels, project needs, employee performance, or other considerations.

The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.
