GS-11 Major Duties:

  • Guide managers in developing and selecting appropriate criteria for evaluating job candidates; explain determinations to supervisors, managers, and job applicants; inform applicants of hiring decisions; and coordinate release dates or other required staffing actions.
  • Perform the full range of recruitment tasks authorized under Office of Personnel Management (OPM) Delegated Examining (DE) Certification; advise selecting officials of procedures/requirements governing Certificates of Eligibles, Category Rating, and rules covering applicants with veterans' preference; audit Certificates of Eligibles completed for compliance with all regulation, policy, and local procedures.
  • Verify applicant eligibility, qualifications, and ratings.
  • Counsel and advise in human resource administration as it relates to staffing and placement functions.
  • Interpret regulations, policies, and directives, and use good judgment to provide accurate pay setting guidance; implement pay management policies and procedures based on OPM, DOI, and bureau guidance.
GS-12 Major Duties:
  • Develop recruitment strategies to address specific resource or program needs; train managers and HR staff on availability and use of a full range of recruitment flexibilities such as veteran's authorities, direct hire, and agency or bureau specific authorities.
  • Conduct or assist managers in conducting job analyses on a wide variety of complex positions including selecting appropriate criteria for evaluating job candidates in complex positions.
  • Verify applicant eligibility, qualifications, and ratings for complex technical, professional, and scientific positions; explain qualifications determinations to supervisors, managers, and job applicants.
  • Perform the full range of recruitment tasks authorized under OPM Delegated Examining (DE) Certification; advise selecting officials of procedures and requirements governing Certificates of Eligibles, category rating, and rules covering applicants with veterans' preference; audit Certificates of Eligibles completed for compliance with all regulations, policy, and local procedures.
  • Train new employees, answer questions, and instruct others in new job techniques and changes in guidelines, reference procedures, policies; resolve complex cases referred by others for authoritative technical assistance.
  • Perform a full range of compensation duties for supported organization(s) compensation programs; interpret regulations, policies, and directives, and use good judgment to provide accurate pay setting guidance; provide definitive pay setting and pay administration guidance to serviced organizations and servicing HR offices.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and/or specialized experience requirement - this information must be clearly supported in the resume.

Applicants must meet qualification requirements specified in the section titled SPECIALIZED EXPERIENCE, education requirements specified in the section titled EDUCATION, or a combination of experience and education that together are equivalent to one year of specialized experience.

SPECIALIZED EXPERIENCE: To qualify for the position (in addition to meeting the Basic Requirement), your resume must clearly describe specialized experience that demonstrates the following:

To qualify at the GS-11, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level in federal service. Specialized experience is defined as:

  • Experience interpreting and applying a wide range of Federal Human Resources laws, rules, and regulations;
  • Experience creating job announcements, with oversight, to include performing job analyses and/or developing assessment tools;
  • Experience advising management on standard recruitment strategies;
  • Experience processing competitive and non-competitive actions in an automated system to include researching and/or analyzing personnel reference materials;
  • Experience using a federal automated human resource system to code and/or track personnel actions such as within-grade increases, career ladder promotions, and resignations; and
  • Experience reviewing personnel actions to ensure they are completed in accordance with all applicable regulations.
To qualify at the GS-12, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service. Specialized experience is defined as:
  • Experience interpreting and applying a wide range of Federal Human Resources laws, rules, and regulations;
  • Experience creating job announcements to include performing job analyses and developing assessment tools;
  • Experience developing multiple recruitment strategies which may include veteran, reinstatement, direct hire, or other non-competitive appointment authorities and advising management on appropriate use of these strategies;
  • Experience processing competitive and non-competitive actions in an automated system to include researching and/or analyzing personnel reference materials and developing recommendations and solutions to non-routine actions;
  • Experience using a federal automated human resource system to review, approve, and track personnel actions to include accessions, corrections, cancellations, and terminations.
  • Experience reviewing personnel actions to ensure they are completed in accordance with all applicable regulations; and
  • Experience using various data sources to create unique reports for management, customers, and Human Resources leadership.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

EDUCATION: All academic degrees and coursework must be from accredited or pre-accredited institutions. Education at the graduate level in an accredited college or university must demonstrate the knowledge, skills, and abilities necessary to do the work.

To qualify for the GS-11 position, you must have completed a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related.

To qualify for the GS-12 position, you must possess 1 year of specialized experience. This level does not allow substituting education for experience.

Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).

You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 10/10/2024.

Education

This vacancy announcement allows substituting education for experience at the GS-11 grade level. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not-qualified for the position.

You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable. Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
