Duties

Help

As a Grants Management Specialist, you will:

  • Prepare all documentation required for Funding Opportunity Announcements for financial assistance announcement and awards (grants and cooperative agreements) and may participate in the evaluation of applications.
  • Negotiate all aspects of awards in accordance with applicable regulations.
  • Perform cost/price analysis of applications, modify and amend, and closeout awards as necessary.
  • Administer agreements during the pre-award, active, closeout and auditing stages and ensure compliance with applicable laws, regulations, and policies.
  • Provide advice on the mechanisms to develop agreements for highly specialized and complex research and development, technology deployment, and demonstration projects.
  • Implement policies and procedures in accordance with applicable regulations and guidance, including federal agency policies and procedures, and may serve as the focal point for interpretation of these policies and procedures with recipients and federal agency program and project staff.

Qualifications

GS-9 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-7. Specialized experience for this position is defined as meeting ALL of the following:

  1. Assisting with grants administration work including pre-award, award, post-award, and close-out support functions of various financial assistance programs; AND
  2. Utilizing various automated budget systems and programs to enter, track, analyze and report information.
OR

Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D.
Your education must demonstrate the knowledge, skills, and abilities necessary to do the work. For this position, this is defined as a degree in accounting, business, political science, or a similarly related major. TRANSCRIPTS REQUIRED

OR

COMBINATION: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent.

GS-11 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-9. Specialized experience for this position is defined as meeting ALL of the following:
  1. Participating in financial assistance actions from pre-award, administration and close-out; AND
  2. Assisting in the review of financial assistance grants or cooperative agreements to ensure compliance with all financial assistance rules and regulations; AND
  3. Analyzing information and making recommendations to budget revisions or changes in scope of work.

OR

Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related.
