Help

Some of the duties you will perform include, but are not limited to:

  • Serving as the program manager for a complex natural resource inventory and monitoring program and all related activities, including data and information management, analysis, reporting, and outreach.
  • As primary scientific advisor, directing the development, implementation, and assessment of long-term monitoring protocols to determine the status and trend of natural resources in nine National Park units across a four-state area.
  • Supervising and evaluating a staff of scientists and technicians; developing annual work plans; managing a budget; serving as the technical representative for contracts and agreements; developing proposals and forecasting future spending; assessing data quality and analytical techniques; and supporting NPS and regional priorities.
  • Using strong interpersonal skills to work cooperatively with park and regional staff, researchers, contractors, academic partners, and other agencies.
  • Communicating policy, procedures, and scientifically defensible findings. Written documents will include annual summary reports, protocols and standard operating procedures, and peer-reviewed journal articles. Information will be presented orally to a wide range of audiences including network staff, park superintendents and natural resource managers, the scientific community, and the public.

  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment.

Qualifications

All qualifications must be met by the closing date of this announcement-06/12/2024-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

To qualify for this position, you must meet at least ONE of the following BASIC EDUCATION requirements PLUS minimum qualifications.

BASIC EDUCATION - Biologist, GS-0401.

  • Successful completion of a full four-year course of study in an accredited college or university leading to a bachelor's degree (or higher level) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. You must provide transcripts. -OR-
  • A combination of education and experience, which includes courses equivalent to a major as shown above, plus appropriate experience or additional education. You must provide transcripts.
BASIC EDUCATION - Ecologist, GS-0408.
  • Successful completion of a full four-year course of study in an accredited college or university leading to a bachelor's degree (or higher level) in biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences. You must provide transcripts. -OR-
BASIC EDUCATION - Physical Scientist, GS-1301.
  • Successful completion of a full four-year course of study in an accredited college or university leading to a bachelor's degree (or higher level) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials or electronics. You must provide transcripts. -OR-
  • A combination of education and experience, which includes courses equivalent to one of the majors as shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. You must provide transcripts.
- AND -
To qualify for this position at the GS-13 grade level, you must possess the following minimum qualifications:
  • At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience for this position includes, but not limited to identifying and resolving programmatic, administrative, and scientific problems associated with unique, undeveloped, or controversial aspects of the Inventory and Monitoring program; developing, implementing, and assessing long term monitoring protocols to determine the status and trend of natural resources; conducting long-term ecological or natural resource research, including addressing documentation, quality assurance/quality control, and data management needs to ensure that consistent data are collected over many years. . You must include hours per week worked.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

You must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking, and degree conferral if applicable. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

A Recruitment Incentive May Be Authorized for a newly selected employee when appointed to a permanent, temporary, or term position. A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

Physical Demands: Field work requires strenuous physical activity including periods of standing, hiking, climbing, and lifting and carrying heavy objects. Some field activities occur in physically dangerous or uncomfortable settings. Documentary research and report-writing is sedentary, which entails the ability to concentrate and write for long periods of time.

Working Conditions: Work is performed primarily indoors. Field work is performed outdoors in all types of weather. Outdoor assignments may be performed in potentially hazardous areas including steep slopes, rocky terrain, caves, arctic and marine environments, swamps, and/or forests, as well as exposure to biting and disease-carrying insects and poisonous plants.

Telework: The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

CTAP/ICTAP: CTAP/ICTAP provides placement assistance to permanent Federal employees who are surplus, displaced, or involuntarily separated.
