Summary
This position is part of the Department of Energy, Office of Intelligence and Counterintelligence. As a Intelligence Research Specialist, you will provide strategic, tactical, and technical cyber threat reporting, analysis, and assessments to support the defense of critical energy infrastructure for key stakeholders in the U.S. government and the U.S. energy sector.
This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion.
As a full performance GS-14, Intelligence Research Specialist, you will:
Serve as a subject matter expert (SME) providing intelligence requirements to the Intelligence Community (IC) for improved collection.
Coordinate with division leadership to analyze credible cyber threats to Department of Energy (DOE) and U.S. energy sector networks.
Collaborate with other elements of Office of Intelligence and Counterintelligence (IN), the IC, DOE's National Labs, DOE and National Nuclear Security Administration (NNSA) Program Offices, and relevant energy sector network owners to incorporate external expertise and perspectives into analysis that adheres to IC tradecraft, policies, processes, and procedures.
Translate complex technical and cyber-related terminology to convey meaningful intelligence to both technical and non-technical audiences.

This position has been designated as Special-Sensitive (High Risk) and requires a security clearance at the Q level. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.
In addition, the incumbent is required to obtain and maintain a Sensitive Compartmented Information (SCI) security clearance prior to entrance on duty; failure to do so may result in separation from federal service.
The incumbent is required to complete an initial Counterintelligence (CI) evaluation and on a recurring basis, which may include a CI-scope polygraph examination.
This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.

Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following
Conducting intelligence research, analyses, or written production using all-source intelligence to understand threat tactics, techniques, or procedures.
Advising on cyber threat intelligence activities to the U.S. government and the U.S. energy sector.
Briefing to convey ideas, facts, assessments, estimates, or projections to a variety of policy, programmatic, operational, and Intelligence Community (IC) personnel.
