This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of four years, or more based on any changes to regulations governing the number of years term appointments may last, without further competition. Term positions do not convey permanent status in the Federal service. The National Park Service retains the right to extend the duration of this appointment after selection and/or appointment, based on changes to the regulation governing the number of years term appointments may last. This change, which may be made at the agency's sole discretion and without further competition, shall not be construed or interpreted as the granting of a right to a selectee or employee to such an extension. No extension to a term appointment shall be granted to a selectee/employee to an amount of time that exceeds the maximum number of years authorized under any present or current regulation, unless such regulation expressly allows such action.

The Natchez Trace Parkway was established in 1938 to commemorate the historic travel corridor known as the Old Natchez Trace, one of the oldest transportation routes in North America. Natchez Trace National Scenic Trail was established in 1983 as a separate National Park Service unit located entirely within the Parkway's boundaries. Parkway staff also administer two 1-acre each Civil War sites: Tupelo National Battlefield and Brices Cross Roads National Battlefield.

The modern Parkway stretches 444 miles through three states, 25 counties, and 20 communities. It encompasses 52,000 acres of scenic, natural, and cultural resources representing a variety of traditional southern landscapes-forests, wetlands, prairies, rivers, pastures, and croplands. Headquarters is based in Tupelo, Mississippi an All-American City with a population of 38,000. Situated in the Mississippi Hills area, it's 90 miles from Memphis and 130 miles from Birmingham. This position serves as part of the planning and compliance team in the Resource Management Division. Duties include but are not limited to:

  • Serves as Parkway tribal liaison facilitating government to government responsibilities in outreach, collaboration, and consultation for a wide range of internal NPS projects and permitted undertakings.
  • Identifying ethnographic resources and research needs.
  • Establishes contact with cultural and social groups with traditional associations to Parkway resources.
  • Manages the Parkway's ethnographic resource database portion of the Cultural Resource Inventory System (CRIS).
  • Assists with coordinating and conducting ethnographic research to document Parkway resources.
  • Serves on an Interdisciplinary Team to evaluate projects to determine effects on ethnographic resources and develop strategies to avoid, minimize, or mitigate avoid adverse effects.
Physical Demands: Field work may require physical exertion such as long periods of standing; walking over rough, uneven, or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching or similar activities; and recurring lifting and carrying moderately heavy to heavy items. Documentary research and report writing work is sedentary, which entails the ability to concentrate and write for long periods of time.

Working Conditions: Work is performed in both an office setting and occasionally outdoors with moderate risks.

If selected, you must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You will be required to complete a one-year trial period.
  • You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

Qualifications


All qualifications must be met by the closing date of this announcement-02/16/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

-To qualify for this position at the GS-09 grade level, you must possess one of the following minimum qualifications by close of the announcement:

BASIC EDUCATION FOR: Anthropologist GS-0190
Successful completion of a a 4-year degree in cultural anthropology.
-OR -
A combination of education and experience with courses equivalent to a major, or a combination of courses totaling at least 24 semester hours in cultural anthropology, or related course work, plus appropriate experience or additional education.
-OR -
At least four years of appropriate experience in anthropology performing research, museum work, or similar professional-level work.

AND

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: facilitating government to government responsibilities in outreach, collaboration, and consultation; establishing contact with cultural and social groups with tribal affiliation; managing an ethnographic resource database and cultural resource inventory system; assisting with coordinating and conducting ethnographic research to document resources; serving on an interdisciplinary team to evaluate projects to determine effects on ethnographic resources and develop mitigation strategies. You must include hours per week worked.
-OR-
EDUCATION: Successful completion of at least at least two years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree that is directly related to the position being filled. You must include transcripts.
-OR-
Successful completion of a combination of education and experience as described above. To calculate your percentage of qualifying graduate education, divide your number of semester hours in excess of the first 18 semester hours by 18 or the number your school uses to represent one year of full time graduate academic study. To calculate your percentage of experience, divide your months of qualifying specialized experience by 12. Add the two percentages. The total must equal at least 100 percent to qualify. You must include transcripts and hours worked per week.


Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.
