The Office of Clean Energy Demonstrations (OCED) was established in December 2021 as part of the Bipartisan Infrastructure Law to accelerate clean energy technologies from the lab to market and fill a critical innovation gap on the path to achieving our nation's climate goals of net zero emissions by 2050.

OCED is seeking a Cost Analysis Team Lead to lead the analytical and evaluative work requiring a comprehensive knowledge of cost analysis, accounting, and regulatory principles. The analysts will work with a wide range of organizations and perform highly specialized cost analysis and related activities.

As aLead Business Cost Analystyou may:

  • Serve as a working Team Lead to a team of cost analysts which includes assigning work, reviewing work products, providing mentoring and/or coaching, and other team lead duties.
  • Serve as the subject matter expert on various cost principles related OCED's large complex multi-million dollar financial assistance actions.
  • Review recipient policies and procedures to ensure compliance with Federal regulations.
  • Analyze applicant's projected estimated costs for allowability, allocability, and reasonableness, while ensuring compliance with regulatory requirements.
  • Prepare detailed analysis of all elements of direct cost in an applicant's proposed budget.
  • Assist as needed in the review of recipient's invoiced claimed costs to ensure compliance with Federal regulations.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-14: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience is defined as:

  • Utilizing contract price and cost analysis techniques and procedures to analyze recipient's budget proposals and actual costs AND
  • Analyzing costs to ensure compliance with cost accounting standards and Federal Financial Management Regulations and Cost Principles AND
  • Experience in assisting organizations recommended for funding with adequate accounting systems and process AND
  • Developing reports to support cost analysis

NOTE: There is no substitution of education for specialized experience at the GS-14 level.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position is announced under a government-wide Direct Hire Authority (DHA) for General Business and Industry positions in the GS- 1101 series. Under this Direct-Hire authority, applicants are required to meet minimum qualification requirements at the grade level(s) of interest.
