This position serves a Project Manager for a diverse and exciting array of parks in the San Francisco Bay Area: Point Reyes NS, Rosie the Riveter / WWII Home Front NHP, John Muir NHS, Eugene O'Neill NHS, Port Chicago Naval Magazine National Memorial, and San Francisco Maritime NHP. Incumbent will manage projects including planning, design, construction, and preservation of historic ships, structures, landscapes and other facilities such as trails, roads, and administrative areas.

Duties Include

  • Providing project management services for multiple design and construction projects using industry recognized project control measures.
  • Acting as technical point of contact on projects when assigned.
  • Writing scopes of work, independent government cost estimates, technical evaluations, and make recommendations to the Contracting Officer.
  • Serves as a Contracting Officer Representative (COR) overseeing the execution of construction and design contracts.
  • Overseeing negotiations facility management matters and/or of contract terms.
  • Performing professional review/assessment of plans, designs, special studies, layouts prepared by consultants for accuracy, adequacy, and compliance with historic preservation policies, guidelines, laws, regulations as they relate to structures and landscapes.
Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. You will work from approximately 11.5 months out of the year, and you will be in a non-pay status for the remainder of the year.

Point Reyes NS (PORE) and San Francisco Maritime NHP (SAFR) are managed as single park units with their own leadership teams and staff. The other four parks, Port Chicago, Rosie the Riveter, Eugene O'Neill, and John Muir (POCH, RORI, EUON, JOMU), are managed collectively by one consolidated leadership team and staff.

PORT CHICAGO NAVAL MAGAZINE NATIONAL MEMORIAL preserves the site of the deadliest home front disaster of World War II, honoring those who lost their lives or were affected by the munition's explosion on July 17, 1944. The disaster and its aftermath illuminated the issues of segregation and racial inequality in the military, and today the memorial serves as a springboard for exploring social justice in our society. https://www.nps.gov/poch/index.htm

ROSIE THE RIVETER/ WORLD WARII HOME FRONT NATIONAL HISTORICAL PARK, located in the wartime boomtown of Richmond, California, preserves and interprets the wide array of stories, places, and legacies of our nation's home front response to World War II. https://www.nps.gov/rori/index.htm

Qualifications

All qualifications must be met by the closing date of this announcement-12/12/2023-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

Basic Requirements: GENERAL ENGINEER 0801 and/or CIVIL ENGINEER 0810 -You must meet one of the following:
A. Possess bachelor's degree (or higher degree) in engineering. To be acceptable, the curriculum must: 1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or 2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: a) statics, dynamics; b) strength of materials (stress-strain relationships); c) fluid mechanics, hydraulics; d) thermodynamics; e) electrical fields and circuits; f) nature and properties of materials (relating particle and aggregate structure to properties); and g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1) Professional Registration Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions; 2) Written Test Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico; 3) Specified Academic Courses-- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A; or 4) Related Curriculum Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Basic Requirements: LANDSCAPE ARCHITECT 0807-You must meet one of the following:
A. Possess a bachelors or higher degree in landscape architecture or landscape design.
-OR-
B. Possess a combination of education and experience--for each year short of graduation, the applicant must have had one year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design.

Basic Requirements: ARCHITECT 0808-- You must meet one of the following:
A. Possess a degree in either Professional Architecture or related field that included 60 semester hours of course work in architecture or related discipline of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.

B. Possess a combination of education and experience--college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following: 1) Related Curriculum: Degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in paragraph A. 2) Experience: An applicant lacking a degree in architecture must have had 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture.

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). Serving as architectural project coordinator for planning, design, and construction projects; Performing architectural work involving the development or design of conceptual park site plans of a diverse, multi- functional, high profile, and possibly controversial nature (such as rehabilitation of a multi-facility development, visitor centers, wastewater treatment plants, national monuments, historical structures, cultural landscapes, etc.); Assisting with and establishing historic architectural project requirements, priorities and developing strategies to achieve short or long-term goals which includes; reviewing, designing, maintaining treatment of historic structures and/ or cultural landscapes; Developing scope of work and monitoring architectural project activities and outcomes as Contracting Officer's Representative. You must include hours per week worked.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: The work requires some physical exertion, such as long periods of standing, or recurring and considerable walking, stooping, bending, crouching, and climbing such as in performing regular and periodic construction activities, field inspections, or to observe and study work operations in an industrial, storage, or comparable work area. Incumbent may carry light items such as books, instruments, and other similar materials.

Depending on projects assignments, the work may require periodic to frequent travel of up to five continuous working days and driving a motor vehicle long distance to reach remote parks.

Working Conditions: The work is usually performed in an office setting. The work area involves everyday risks or discomforts requiring safety precautions typical in offices or meeting and training rooms. The incumbent may be required to travel to work sites which can involve occasional exposure to conditions in production facilities, laboratories, or construction sites requiring normal safety precautions.

The incumbent may be required to participate in safety training such as fall protection, respiratory mask fit testing, or confined space entry training as required by individual projects, to allow safe and thorough assessment of existing facilities and/ or new construction.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
