Duties

Help

As a Community Planner, GS-0020-11, with the National Park Service (NPS), your duties will include, but are not limited to:

  • Provides planning and technical assistance to federal, state and local agencies and organizations to help create local and regional networks of parks, rivers, trails, greenways and open spaces.
  • Facilitates multi-disciplinary teams to identify community needs and problems and assist the public with developing goals, priorities, and strategies for enhancing the quality of communities and natural areas for public recreation, conservation and other uses.
  • Develops and implements methods for substantively involving the interested public in the planning process, with diverse engagement of community interests.
  • Collaborates and builds partnerships and agreements to help balance multiple resource conservation and use goals.
  • Develops project agreements in coordination with partners that document the commitment of cooperating organizations to contribute significantly to the project.
  • Prepares and monitors work plan, schedule, budget, and priorities with project planning team.
Duties will be developmental in nature when filled below the full performance level.

Qualifications

All qualifications must be met by the closing date of this announcement-11/23/2023-unless otherwise stated in this vacancy announcement.

In order to qualify for the Community Planner GS-0020-11 position, you must meet the basic requirement of:

An undergraduate or graduate degree in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.

OR
An undergraduate or graduate degree in a related field, such as those listed above who do not have the 12 semester hours of specified course work, must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.

In addition, you must possess one year of specialized experience equivalent to the GS-9 level in the Federal service providing technical planning assistance, coordination, and leadership for cooperative conservation and outdoor recreation planning projects which includes: providing technical assistance to federal, state and local agencies and organization to create local and regional network of parks, rivers, trails, greenways and open spaces; developing methods for involving the public in the planning process; organizing and coordinating planning projects; planning workshops and engaging community interests.

OR
3 years of higher-level graduate education leading to a Ph.D or equivalent doctoral degree in Community Planning; Or a directly related major such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.

OR
Combination of education and experience that together meet the qualification requirements for this position as described above.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must possess:

3 years of higher-level graduate education leading to a Ph.D or equivalent doctoral degree in Community Planning; Or a directly related major such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.

Combination of education and experience that together meet the qualification requirements for this position as described above.
