Summary

The primary purpose of the position is to perform recurring building and/or utility maintenance and operation duties and to assist journeymen and other higher graded maintenance workers. Incumbent utilizes knowledge and skills in several trades and crafts. The duties described by this position may not fully meet the type of work to be performed or there may be work that this position does not do in each of the specialties; however, if the general intent is met then this position is appropriate.

Help

The selectee for this position will assist in the trade's areas of carpentry, painting, plumbing, electrical and masonry depending on project. The selectee of this position leads a crew of lower-level co-workers (laborers) involved in the construction, repair, and upkeep of government facilities, buildings, boundary fences, roads, culverts, corrals and trails. Duties will include but not be limited to window repair and replacement, door repair and replacement, patching walls and ceilings, roof repair and replacement, fixture replacement, plumbing repair or replacement, floor installation, siding repairs, interior and exterior preparation, painting, insulating and general home maintenance. The selectee receives oral and written instructions from the General Foreman and is responsible for safely and efficiently carrying out the assigned duties and completing daily work reports. The selectee operates and maintains equipment and vehicles like farm style tractors, bobcat skid steers, backhoe's, pickup with trailers, air compressors, pneumatic hammers, plate compactors, pneumatic and steel faced compactors, motorized brooms, snowplows and pressure washers. Selectee will be required to lift and carry objects, tools, and equipment weighing up to 75 pounds over uneven and/or steep terrain. Operate vehicles up to one ton and skid steer loaders in transporting of personnel and materials to and from work locations. May operate vehicles up to 10 ton in the transportation of equipment and materials to various work sites around the park. Maintains daily records of work and hours in accordance with park policy and submits to FMSS team in a timely manner.
Selectee also digs holes, mixes and pours concrete, installs drainage pipe, cleans culverts and auto gates. Uses and instructs laborers in the use of hand tools such as hammers, rakes, shovels, post hole diggers, wire stretchers, axes, saws, and wrenches. This position requires heavy physical effort to haul materials and equipment to work locations. Selectee will often work on ladders and scaffolding and will frequently lift and carry items weighing up to 75 pounds or more, continually walking, bending, stooping, reaching, pulling, and pushing. The work is both indoors and outdoors and may be in temperatures up to 100 degrees and as low as negative 10 degrees in windy, snowy conditions. Work is sometimes performed in backcountry mountainous terrain that is uneven, steep, and rocky. As needed, the selectee may also work on road projects, pick up litter, dig ditches, load / unload supplies, furniture, mow lawns, re-seed roadsides and repair trails and conduct or participates in safety meetings.

You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you.   • Minimum Age Requirement: Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

SCREEN OUT: Ability to do the work of the position without more than normal supervision for the Maintenance Worker, WG-4749-7. Experience must be demonstrated in at least two of the following trades: Carpentry (constructs, installs, repairs and replace items such as doors, shelves, etc.); Painting (preparing surfaces, determine painting materials to be used and method of application, and painting a variety of surfaces); Plumbing (replace various valves, unions, elbows, fixtures, toilets, faucets and various types of pipe and copper lines, cut and thread pipes, winterize water systems, etc.); Roofing (repairs and patching, tar and paper, metal foam roofs and asphalt shingles); Electrical (repairs including removing, replacing, tightening, splicing, and insulating defective wiring and fixtures; Cement Finishing (building and setting forms for sidewalks and steps, mixes pours, spreads, and levels cement and concrete in preparation for final finishing; Masonry (maintenance, measures, determines amount of concrete, sets forms, pours and finishes concrete to blueprint standards and project specifications); Wastewater Plant Operator (monitoring equipment and gauges, performing routine tests, recording the results in reports, collecting samples, adjusting the rate of flow and amounts of chemicals to be used; Water Plant Operator (monitoring pumping equipment, regulating water, reading meters gauges and charts, recording readings and preparing reports).

Non-Competitive Rehire Eligibility: Temporary seasonal employees can only maintain their non-competitive rehire eligibility if they work no more than a combined total of Temporary NTE less than 1040 hours anywhere in the National Park Service (NPS) within their established service year. Accordingly, non-competitive rehire eligibility allows for re-appointment to the same position or another position appropriate for temporary appointment with the same qualification requirements (5 CFR 316.402[b][7]), based on series and grade, anywhere in the major subdivision (NPS).

If you have held a temporary seasonal appointment in the past 12 months and have already worked the maximum temporary appointment less than 1040 hours during that period, you are still welcome to apply. However, please be aware that exceeding the limit of 1040 hours in your established service year will result in the loss of your non-competitive rehire eligibility.

The limit can be exceeded by working multiple temporary seasonal positions that result in a combined total greater than 1040 hours. The limit also can be exceeded by working a single temporary seasonal appointment that exceeds 1040 hours, unless granted an exception by OPM.

Employment may be terminated at any time due to fluctuations in funding levels, project needs, employee performance, or other considerations.


Physical Demands: Physical effort is heavy to moderate and requires occasional lifting or handling of objects or materials up to 50 pounds, unassisted, following proper lifting procedures to avoid injury. Frequently required to stand while working, climb ladders or scaffolding, and bend, stoop, climb, and work in awkward positions.

Working Conditions: Exposed to a variety of seasonal weather conditions while working outdoors (temperatures -40 to 90+ degrees). Subject to danger of falling from ladders or scaffolding. Exposed to dust, dirt, wind, and rain. May work with dangerous chemicals and around moving equipment, paints, solvents, etc. May be exposed to electrical shocks and biting insects.
