As a Management and Program Analyst, you will:

Manage highly complex projects to assist the Utilities Management program and systems.
Plan, coordinate, and oversee Program Management and Analysis to improve NWPO Utilities Management program and assist in operational efficiency projects for the NW organization.
Develop annual utilities management project plans, overseeing Utility Tracker data entry, documenting processes, policies and procedures and assembling data for regular reports to management of progress.
Oversee the data entry and maintenance of all data in the Utility Tracker to meet BPA's annual reporting to the Department of Energy (DOE).
Serve as the Utility Tracker SME responsible for coordinating maintenance of the database as needed to support data integrity.
Identify and address gaps and opportunities in program development and strategy.
Use initiative and resourcefulness in researching and implementing new and improved methods and procedures for application within BPA.
Assist with Business Process Maintenance and Quality Management systems to improve NW operational efficiency.
Serve as an expert on Utility Management program performance and budget metrics providing input and consultation to benefit NW performance metrics created to to assess performance and inform ongoing strategic assessment of the NW organizations.

Incumbent will need to go out to field sites, substations, control centers and MHQs on occasion for the purpose of understanding facilities, to assess utility reduction opportunities and to verify projects completed.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-11] in the Federal service.

Specialized experience for this position is defined as: 1) Planning and coordinating program management and analysis of a utilities management program involving electricity, water, gas, storm water, etc. in order to improve the efficiency and effectiveness of program activities; (2) applying project management principles, methods, and practices including capital planning and investment assessment, contracting/procurement, and cost-benefit analysis to ensure resources are used efficiently and project goals are achieved; (3) establishing criteria to identify and measure program accomplishments, developing methods and new approaches for program evaluation.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
