Duties

Help

As a Public Utilities Specialist, you will:

  • Develops and maintains data management processes for facility ratings needs.
  • Partners with internal SME's, BPA Customer Service Engineers, or customer utilities directly, to gather new or updated facility ratings data in support of base case creation.
  • Analyzes program policies and decisions to determine the impact on data support requirements and recommends changes in business and/or data processes to improve the quality and relevancy of facility ratings data.
  • Works with Geographic Information Systems (GIS) to support data analysis, conversion, data manipulation and editing of geospatial data and associated attributes.
  • Researches and/or analyzes complex issues related to facility ratings data maintenance. Reviews information, reconciles conflicting data, and devises new or modified methods to analyze findings.
  • Develops and recommends written policies and procedures affecting facility ratings development.
  • Leads user groups in analyzing work processes and data steward requirements, identifies data that needs to flow among users and analysts, and works hands-on to better integrate the facility data needs among BPA.
  • Analyzes and troubleshoots the source of systems query problems, implements solutions, and facilitates improved program analysis and decision-making by coaching users in how to build and maintain structured data utilizing reports to ensure accuracy.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as: Experience in a range of concepts, laws, regulations, and policies applicable to public utility operations to 1) analyze data issues to solve problems impacting data users respective functions, and 2) to maintain data integrity or develop processes or policy to ensure changes meet compliance and other program requirements.

There is no substitution of education for experience at the GS-13 level.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
