Summary

The Chief Digital and Artificial Intelligence Officer is the senior Department of Defense official responsible for the acceleration of the DoD's adoption of data, analytics, and artificial intelligence to generate decision advantage from the boardroom to the battlefield. The CDAO Test and Evaluation Division (T&E) provides expertise in the testing of AI and AI-enabled systems for the DoD and utilizes knowledge of AI testing to accelerate the acquisition of AI technology by the Department.

This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.

This position is in the Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system.

If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment.

This appointment does not confer eligibility to be non-competitively converted to an appointment in the competitive service.

Incumbents typical work assignments may include the following:

  • Uses subject matter expertise to write documents which lead CDAO and DoD's policy and best practices formulation within the T&E of AI and AI-enabled systems.
  • Maintains a state-of-the-art knowledge of AI, Departmental, National and International AI policy, and academic and industry AI practices, especially for AI T&E Policy.
  • Coordinates vision and strategy of T&E policy documents with CDAO leadership and other digital leaders within the Department.
  • Leads team of T&E policy engineers to determine AI T&E best practices and policy.
  • Serves as expert advisor to CDAO leadership on T&E best practices and policy.

Qualifications

Basic Requirements:
For the GG-0854 Professional Engineering Series: Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statistics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

For the GG-1550 Computer Science Series: Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

You may qualify at the GG-15 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GG-14 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience developing and applying test, evaluation, and assessment concepts, theories, principles, standards, and techniques to create new applications, resolve unique problems and design test procedures related to artificial intelligence.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Your preference and/or appointment eligibility will be verified prior to appointment. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave.

Current or Former Political Appointees: Beginning January 1, 2010, agencies must seek prior approval from OPM before they can appoint a current or recent political appointee to a competitive or non-political excepted service position at any level under the provisions of title 5, United States Code. If you are currently or have been within the last 5 years, a political Schedule A, Schedule C, or Non-career SES employee in the executive branch, you MUST disclose that to the Human Resources Office.
