Duties

Help

The primary duties of this position are:

  • Supervises the Repayment staff and provides leadership to negotiate and administer water service, settlement, and repayment contracts within the Resources Management Division.
  • Supervises the American River Water Education Center (ARWEC) staff and oversees day-to-day operations of the ARWEC including coordinating public and school visits to the ARWEC.
  • Reviews requests for water service from present and potential water user agencies. Identifies the location of the requestor and the availability of water delivery facilities.
  • Performs or coordinates analyses of proposed water contractors' financial status and develops recommendations on repayment capacity.
  • Prepares a written situation analysis and proposal to enter into negotiations.
  • Receives clearance to enter into negotiations for long term and temporary contracts and proceeds in accordance with limitations imposed by management.
  • Requests and coordinates technical and factual studies and reports needed for contract negotiations and arranges for assignment of personnel.
  • Finalizes Reclamation's bargaining position for the negotiation and provides preliminary information to the contractor concerning Reclamation law, available water supplies, and water rates.
  • Collects and monitors water schedules, deliveries, and payments and updates BOR Water Operation and Record Keeping System (WORKS) monthly in accordance with current BOR WORKS manual instructions.
  • Serves as the primary liaison with the local agencies involved in water resources as well as other organizations such as engineering firms, water agencies, and citizen groups.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and/or specialized experience requirement - this information must be clearly supported in the resume.

SPECIALIZED EXPERIENCE: To qualify at the GS-12, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service having demonstrated experience in the negotiating and administering water service and repayment contracts; evaluating the financial and business capability of proposed contractors; establishing a negotiating position; conducting negotiations and preparing contracts for the signature of the contracting officer; serving as the principal point of contact for water contractors; formulating policy recommendations for presentation to the Regional Director or higher management; and negotiating contract amendments and modifications as required.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered.
