Summary

This is a term position located in the Park History Program with the National Park Service. The incumbent serves under the direction of the Chief Historian on activation of the African American Civil Rights Network Act of 2017 (PL 115-104) and related activities with some latitude for the exercise of independent judgement.

Duties

Help

The major duties of the Historian position include, but are not limited to, the following:

  • Assist the Chief Historian, a lead Park History Program (PHP) Senior Historian and professional colleagues Service-wide in support of the implementation of the African American Civil Rights Network Act of 2017 (AACRN Act) and coordination of the African American Civil Rights Network (AACRN).
  • Work with a Senior Historian to provide assistance to Federal agencies, state and local governments, partner conservation organizations, interested stakeholders, the media, and the general public on AACRN Act criteria, process for application, and US Civil Rights history.
  • Maintain and update the AACRN database, the National Park Service (NPS) Civil Rights subject website, other related NPS webpages, PHP Facebook page, and social media outlets, making sure that the data is correct, up-to-date, and easily accessible to researchers, both inside and outside NPS.
  • Provide professional and technical advice on the theories, concepts, and methods of African American and US Civil Rights history, and its application to addressing or resolving issues surrounding the interpretation and preservation of the Service's history and the history and significant of individual parks and historic properties.
  • Plan historical research and writings that assist other historians in Washington Area Service Officer (WASO), Regional Offices, or in parks, and assists in preparing reports and publications related to US Civil Rights history.
  • Maintain currency with historical profession with various professional organizations, activities, conferences, and publications.

QUALITY RANKING FACTOR:

To qualify for the Historian GS-0170 position, you must meet the following Selective Placement Factor by the closing date of this announcement (you must include transcripts):

SELECTIVE FACTOR:
  • Successful (B-/3.0 or higher) completion of a minimum of 9 semester hours in any one of the following: African American history; U.S. Civil Rights history; African American studies; Political Science courses where African American history is the primary topic of study (i.e., course titles such as Black Intellectualism" and "Black Political Thought"); women's studies where African American history is the primary topic of study (i.e., course titles such as "Black women authors" and "African American Feminist Literature"); Mass Communications/Journalism where African American history is a primary topic of study (i.e., course titles such as "Multicultural Media" and "Black Journalism");
  • -OR-
  • A combination of courses, listed above, totaling at least 9 semester hours.
- AND -

To qualify for the Historian GS-0170 position, you must meet the following Basic Requirement by the closing date of this announcement (you must include transcripts):

BASIC REQUIREMENTS:
  • Successful completion of a degree in history; or related field that included at least 18 semester hours in history.
  • -OR-
  • A combination of education and experience with courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, as shown above, plus appropriate experience or additional education.
-AND-

To qualify for the Historian GS-0170 position, you must meet the following Specialized Experience by the closing date of this announcement:

SPECIALIZED EXPERIENCE:
  • At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of: 1) Comprehensive knowledge of African American and/or U.S. Civil Rights history demonstrated by authorship of a seminar paper, thesis, published article, or book on a topic in African American or US civil rights history or African American/multicultural studies or a related topic in African Diaspora history; 2) assisting with administration of a local, regional, and/or national-level history program; 3) maintaining and updating organizational webpages or posts on social media platforms; 4) contributing to professional and technical advice on African American and/or U.S. Civil Rights history topics; 5) giving presentations to various audiences on historical topics and themes; and 6. responding to general inquiries on African American and/or Civil Rights history from the colleagues and/or the general public. You must include your resume with hours worked per week annotated.
  • -OR-
  • Successfully completed 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree that provides the knowledge, skills, and abilities necessary to do the work. You must include transcripts.
  • -OR-
  • Successful completion of a combination of education and experience as described above. You must include your resume with hours worked per week annotated, as well as transcripts.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Additional information

This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of four years, or more based on any changes to regulations governing the number of years term appointments may last, without further competition. Term positions do not convey permanent status in the Federal service.

The National Park Service retains the right to extend the duration of this appointment after selection and/or appointment, based on changes to the regulation governing the number of years term appointments may last. This change, which may be made at the agency's sole discretion and without further competition, shall not be construed or interpreted as the granting of a right to a selectee or employee to such an extension. No extension to a term appointment shall be granted to a selectee/employee to an amount of time that exceeds the maximum number of years authorized under any present or current regulation, unless such regulation expressly allows such action.

A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.

The actual salary will be based on the geographic location of the individual(s) selected for this position.

This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate.

Physical Demands: The work involves a variety of physical activities depending on the particular assignment, including walking, hiking, balancing, bending, sitting, stooping, and standing as necessary to complete assignments on rough terrain and during inclement weather. Occasional travel by various conveyances is required by the incumbent. There are occasional periods of stress related to short deadlines and other work demands.

Working Conditions: The work is performed in an office or library setting, with occasional site visits that might take place anywhere in the United States.
