Duties

Help

As an Industrial Hygienist, you will:

  • Serve as an expert in the field of industrial hygiene for DOE Headquarters as it relates to the regulatory implications, administration, and implementation of the Department's worker safety and health program.
  • Provide expert technical advice and direction in support of complex investigations and inspections of issues pertaining to selected contractor activities to determine compliance with the terms of DOE occupational safety and health rules and applicable federal statutes.
  • Advise the Director, Office of Industrial Hygiene and Safety, on whether a federal supervisor or contractor is assuring the safety and health of workers through the proper application of industrial hygiene and occupational health standards. This work involves assuring that DOE programs, projects, and activities are properly analyzed, evaluated, documented, and approved, and that facilities, systems are operated, maintained, monitored, decontaminated, decommissioned, and environmentally restored in a manner that provides adequate health and safety protection in accordance with DOE and other Federal regulations.
  • Serve as an advisor to the Director, Office of Industrial Hygiene and Safety, in assessing the effectiveness of industrial hygiene and occupational health programs at DOE Headquarters in achieving DOE objectives for enhanced worker safety and health.
  • Evaluate contractor management program definition and implementation, organizational structure, responsibilities and authorities, procedures and practices and the effect of these relationships on the safety of operations to determine the status of compliance with DOE industrial hygiene and worker safety and health rules.
  • Perform research and analysis to solve problems and offer timely solutions to complex industrial hygiene issues and provides guidance and recommendations to management on methods for reducing, controlling, or eliminating occupational health hazards.
  • Participate on multidisciplinary teams of DOE technical experts on a regular and reoccurring basis in the conduct of, and/or personally conducts, inspections, investigations, assessments, and technical analyses and studies involving DOE facilities and activities. Teams consist of recognized technical experts from multiple levels and organizations within the DOE complex who have the appropriate expertise to facilitate a technically and legally defensible process.
  • Develop and disseminate training and informational material, participates on working groups and in seminars, and monitors educational and information programs sponsored by DOE, other Federal and State agencies, and a variety of professional and academic organizations as it relates to industrial hygiene, occupational health, and enforcement program matters.

Qualifications

BASIC REQUIREMENTS: You must meet one of the following basic requirements below to be eligible for the GS-0690, Industrial Hygiene job series. (NOTE: An unofficial/official transcripts including date degree conferred, coursework and grades must be submitted with application).

  1. A bachelor's or graduate/higher level degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science; or
  2. A bachelor's degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene; or
  3. Certification from the American Board of Industrial Hygiene (external link) (ABIH). (A copy of this certification must be submitted with application).
Courses in the history or teaching of chemistry are not acceptable.

Evaluation of Education: All science or engineering courses offered in fulfillment of the above requirements must be acceptable for credit toward the completion of a standard 4-year professional curriculum leading to a bachelor's degree in science or engineering at an accredited college or university. For engineering degrees to be acceptable, the curriculum must be in a school of engineering with at least one curriculum accredited by the ABET (Accreditation Board for Engineering and Technology) as a professional engineering curriculum.

In addition to meeting the "Basic Requirements" described above, you must also meet the "Specialized Experience Requirements" described below.

SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-13 grade level in the Federal service.

Specialized experience for this position is defined as:
  • Implementing worker safety and health programs, recommending measures to eliminate and/or control occupational health hazards to meet federal, state, local, and agency regulatory requirements; and
  • Providing technical advice during investigations of alleged violations of worker health and safety requirements; and
  • Evaluating results of investigations and preparing technical assessments, making recommendations for abatement actions, enforcement actions, or policy changes.
Evaluation of Experience: Qualifying experience involves the recognition, evaluation, corrective actions, and elimination of environmental conditions in the workplace that causes sickness, impaired health, or illness. This experience must demonstrate a professional knowledge of the theory and application of the principles of industrial hygiene and closely related sciences such as physics and engineering controls. Such work must have involved experience in all of the following areas: the acquisition of quantitative and qualitative data, and the measurement of exposures for a variety of chemical, physical, and biological stresses; the analysis of the data acquired and the prediction of probable effects of exposures on the health and well-being of workers; and the selection and recommendation of appropriate controls, including management, medical, engineering, education or training, and personal protective equipment.
