As a Management and Program Analyst, you will:

  • Perform work of limited scope and complexity in support of DOE projects assigned to higher graded analysts.
  • Assist in coordinating and carrying out limited, well defined evaluation tasks to determine program effectiveness in meeting established goals and objectives.
  • Prepare routine, recurring reports for use by higher graded analysts or to convey factual program or functional data and information.
  • Identify the operational and analytical techniques that will produce reliable findings.
  • Consolidate data gathered and review it to ensure accomplishment of objectives, timeliness, and acceptability.
  • Support the supervisor or a higher graded analyst in monitoring administrative control systems such as those designed to prevent waste, loss, unauthorized use, or misappropriation of assets.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for these positions are defined as:

GS-07: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized Experience is defined as:

  1. Plans work procedures and selects standard practices and data to be applied to assignments.
  2. Conducts a variety of routine, limited analyses requiring knowledge of quantitative and qualitative methods used to evaluate the performance and effectiveness of DOE program or organizational functional activities.
  3. Supports the supervisor or a higher graded analyst in monitoring administrative support systems such as records, communications, directives, forms, files, and documentation.
  4. Researches, reviews, and evaluates documentation to determine if factual information is relevant, accurate and useful.
OR

Education: Completed 1 year of graduate level education or Superior Academic Achievement Superior Academic Achievement (S.A.A.) must have been gained in a curriculum that is qualifying for the position to be filled. S.A.A. is based on (1) Class standing-applicants must be in the upper third of the graduating class, based on completed courses; or(2) Grade-Point Average-applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field completed during the final 2 years of the curriculum; or(3) Election to membership in a National Scholastic Honor Society - membership in a freshman honor society cannot be used to meet the requirements of this provision.

OR

Combination of Education and Experience: a combination of education and experience that together meets the requirements for this position.

GS-09: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized Experience is defined as:
  1. Supports higher graded analysts by developing and providing technical information concerning the program or organization's operations and performance.
  2. Reviews and analyzes policies, regulations, procedures, and system(s) requirements issued by higher authority to determine their impact on local operations.
  3. Assists in development of data required for the organization to accomplish new requirements.
  4. Supports the development of management and/or program evaluation plans and procedures.
  5. Reviewing administrative audit and investigative reports to determine appropriate changes or corrective action required.

OR

Education: successfully completed 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. For this position, this is defined as a degree in Business, Computer Science, Public Administration, Data Analytics, or a similarly related major.

OR

Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet ALL qualifications and eligibility requirements by the closing date (02/03/2023) of this announcement.

Education

To be eligible for the Pathways Recent Graduate program you must be a:

  • Recent graduate who has completed, within the previous 2 years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution.
-OR-
  • Student who within 2 months of the closing date of this announcement will meet the education requirements and will graduate with a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. A student may not be appointed to a position until they have graduated.
-OR-
  • Preference eligible veteran who was precluded from applying due to their military service obligation begin their two-year eligibility period upon release or discharge from active duty. Eligibility for these veterans cannot exceed six years after degree or certificate completion.

CONVERSION REQUIREMENTS: DOE has the option to convert a Recent Graduate position to a permanent or term position upon successful completion of program requirements.   • Be a US Citizen
  • Be recommended for conversion by your manager
  • Complete all training and development requirements within the 1-year appointment period.
  • Successful completion of 1 year of continuous service.
  • Have demonstrated successful job performance.
  • Met OPM qualification standard for the position to which you will be converted.
  • A Recent Graduate may be converted to the highest General Schedule (GS) grade level qualified for at time of conversion.
