This position is located at Indiana Dunes National Park as part of the Natural Resource Management team. The major duties of the Biological Science Technician position include, but are not limited to the following:

GS-06 Major Duties
Conduct and provide training and guidance to youth teams and other newly hired biological science technicians at the GS-05 level in natural resource management fieldwork. Fieldwork may include conducting savanna or wetland habitat restoration, or water quality work under the guidance of permanent natural resource specialists. The incumbent must have exceptional communication and organization skills, as they will be working closely with the park's natural resource management team in coordinating the work of up to 15 individuals on several large-scale natural resource management projects. Potential restoration activities include chemical and mechanical treatment of invasive plants, plant identification, data collection with GPS units, maintaining greenhouse and outdoor native plant propagation facilities, seed collection, native plant propagation, and water quality data collection. Experience in use and maintenance of chainsaws, brush cutters, and backpack sprayers, hand tools, operating ATV/UTV, skid steer loaders, amphibious vehicles (such as Land tamer/Marsh Master) are desired.

GS-07 Major Duties
The incumbent will work with park resource specialists to plan invasive plant control and habitat restoration project fieldwork. Provides training, supervision, and leadership to temporary field staff in executing restoration work. Fieldwork may include conducting savanna or wetland habitat restoration including chemical and mechanical treatment of invasive plants, plant identification, data collection with GPS units, maintaining greenhouse and outdoor native plant propagation facilities, seed collection, and native plant propagation. Conducts fieldwork in remote areas, carrying up to 40 pounds over uneven terrain. Ensures compliance with standard operating procedures and safety policies. Utilizes GIS technology to navigate in the field and collect and process natural resource management related data. The incumbent must have exceptional communication and organization skills, as they will be working closely with the park's natural resource management team in coordinating the work of up to 15 individuals on several large-scale natural resource management projects. Experience in use and maintenance of chainsaws, brush cutters, backpack sprayers, hand tools, operating ATV/UTV, skid steer loaders, amphibious vehicles (such as Land tamer/Marsh Master) are desired.

Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.

Qualifications

All qualifications must be met by the closing date of this announcement-01/16/2023-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

To qualify for this position at the GS-06 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: work involving biological science support such as: collecting, analyzing, and processing samples, performing laboratory work, assisting in the management of field projects, collecting, processing and managing field data, and performing habitat restoration through management of exotics and/or native planting. Use statistical methods and procedures to perform testing of field data collected. Installs, operates, and maintains resource management equipment (tools, sampling and monitoring, photographic, and laboratory equipment) prepares graphs, charts, and illustrations for reports and technical publications relating to plant management activities. Assist in the development of improved methods of controlling weeds and plant diseases or other related work etc. You must include start/end dates and hours per week worked.

EDUCATION: Successful completion of at least one full year of graduate education that is directly related to the work of the position. NOTE: Graduate education meets the specialized experience required above GS-5 only in those instances where it is directly related to the work of the position. One year of full-time graduate education is considered the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. You must include transcripts.

Successful completion of a combination of education and experience as described above. The total must equal at least 100 percent to qualify. You must include start/end dates and hours per week worked. You must include transcripts.

To qualify for this position at the GS-07 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Research activity or control program work, nursery work that required the growing and maintenance of plants in a controlled environment, and work comparable to that with a large dairy farm where production records, animal environment, and sanitary conditions were kept in accordance with modern dairy practice. Assist in planning and implementation of resource management plant, wildlife, and fisheries censuses and surveys. Use statistical methods and procedures to perform testing of field data collected. Install, operate, and maintain resource management equipment (tools, sampling and monitoring, photographic, and laboratory equipment) prepare graphs, charts, and illustrations for reports and technical publications relating to plant management activities. Organize, schedule, and execute a wide variety of established natural resource management projects. Plan field projects, choose possible courses of action at different stages of each project. You must include start/end dates and hours per week worked.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Non-Competitive Rehire Eligibility: Temporary seasonal employees can only maintain their non-competitive rehire eligibility if they work no more than a combined total of Temporary NTE less than 1040 hours anywhere in the National Park Service (NPS) within their established service year. Accordingly, non-competitive rehire eligibility allows for re-appointment to the same position or another position appropriate for temporary appointment with the same qualification requirements (5 CFR 316.402[b][7]), based on series and grade, anywhere in the major subdivision (NPS).

If you have held a temporary seasonal appointment in the past 12 months and have already worked the maximum temporary appointment less than 1040 hours during that period, you are still welcome to apply. However, please be aware that exceeding the limit of 1040 hours in your established service year will result in the loss of your non-competitive rehire eligibility.

The limit can be exceeded by working multiple temporary seasonal positions that result in a combined total greater than 1040 hours. The limit also can be exceeded by working a single temporary seasonal appointment that exceeds 1040 hours, unless granted an exception by OPM.

Employment may be terminated at any time due to fluctuations in funding levels, project needs, employee performance, or other considerations.

Physical Demands: This position may require application of herbicides for vegetation control, strenuous manual labor (carrying up to 40 pounds over uneven terrain and in mucky substrate). Wetland work may occur in water depths of up to three feet.

Working Conditions: A majority of the duties will be conducted outdoors in weather ranging from humid and hot to cold and snowy. The incumbent will be exposed to poisonous plants including the very poisonous wetland shrub Rhus vernix (poison sumac) and Toxicodendron radicans (poison ivy), biting and stinging insects including ticks which may harbor Lyme disease, mosquitoes which may harbor West Nile Virus, tripping hazards. Incumbent will be required to treat uniform with Permethrin to reduce potential for tick-born illnesses. Wetland work may occur in water depths of up to three feet, and direct bodily contact with water and muck may be unavoidable.
