This series covers positions managing, supervising, leading, and/or performing administrative and management work.

As a Accountant you will:

  • Provide expert technical guidance in the analysis and reconciliation of a wide variety of integrated accounts.
  • Provide advice and assistance to other Headquarters, field, contractor and program offices requiring research, coordination and classification of complex financial management issues and unusual and difficult accounting system and/or operation problems.
  • Lead financial risk management and analysis, and DOE internal controls programs, financial management oversight, risk analysis, corporate reviews and analyses, management controls, accountability reporting, audit resolution and follow-up and related issues.
  • Lead coordinated input data for the Departmentwide enterprise risk management program that creates an integrated risk framework and assesses risk throughout the Department, quantifies risk limits, develop plans and monitor progress in risks mitigations.
  • Research, prepare, develop and defend white papers, position papers and memoranda in response to complex and unique areas or topics involving DOE and the federal financial environment.

Qualifications

You must meet the Basic Education Requirement listed in the "Education Requirements" section and the "Specialized Experience" to qualify for this series as described below.

SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-07:
You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes:

  • Participating in monitoring financial resources.
OR EDUCATION: Completed 1 year of graduate level education.

OR SUPERIOR ACADEMIC ACHIEVEMENT: Based on a Bachelor's degree that is demonstrated through class standing (upper 1/3 of class); grade point average (3.0/4.0 overall or 3.5/4.0 in major), or election to membership in a qualifying national scholastic honor society.

OR COMBINATION: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent.

SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-09: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes:
  • Researching, analyzing, and processing information related to accounting transactions/events to ensure completeness and accuracy of data.

OR EDUCATION: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.

OR COMBINATION: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.

SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-11: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:

  • Researching, analyzing, and processing information related to accounting transactions/events to ensure completeness and accuracy of data. AND
  • Preparing inputs, reviewing, and reconciling financial statements and other reports to meet reporting requirements and to support management decisions.
OR EDUCATION: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

OR COMBINATION: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education in excess of 36 semester hours (54 quarter hours), may be used to combine education and experience.

SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-12: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:
  • Performing a variety of accounting and financial systems assignments to resolve accounting problems to support the production of consistent, quality financial statement information and reports that may be ad hoc in nature to meet management needs and requirements.; AND
  • Identifying and analyzing emerging budgetary issues and recommending appropriate courses of action.; AND
  • Preparing statistical summaries including numerical tables and graphs.
NOTE: There is no substitution of education for specialized experience at the GS-12 level.

SPECIALIZED EXPERIENCE REQUIREMENTS FOR
GS-13: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
  • Performing a variety of accounting and financial system assignments to resolve accounting problems to support the production of consistent, quality financial statement information and reports that may be ad hoc in nature to meet management needs and requirements.; AND
  • Addressing policy issues that have a major impact on the Department, contractors, community, or the public.; AND
  • Preparing statistical summaries including numerical tables and graphs used by senior management for periodic and ad hoc budget reviews and decisions.
NOTE: There is no substitution of education for specialized experience at the GS-13 level.

SPECIALIZED EXPERIENCE REQUIREMENTS FOR
GS-14: You must have one year of experience at a level of difficulty and responsibility p to the GS-13 grade level in the Federal service. Specialized experience for this position includes:
  • Performing a variety of accounting and financial systems assignments to resolve accounting problems to support the production of consistent, quality financial statement information and reports that may be ad hoc in nature to meet management needs and requirements.; AND
  • Addressing policy issues that have a major impact on the Department, contractors, community, or the public.; AND
  • Recommending and developing revisions to existing internal controls, accounting, financial reporting, financial policies, processes, and procedures.; AND
  • Assisting in leading accounting system changes for accounting and financial management effectiveness.
NOTE: There is no substitution of education for specialized experience at the GS-14 level.

SPECIALIZED EXPERIENCE REQUIREMENTS FOR
GS-15: You must have one year of experience at a level of difficulty and responsibility p to the GS-14 grade level in the Federal service. Specialized experience for this position includes:
  • Recommending, developing, and publishing revisions to existing and new internal controls, accounting, financial reporting, financial policies, processes, and procedures.; AND
  • Serving as a lead to address policy issues that have a major impact on the Department, contractors, and the public.; AND
  • Leading accounting system changes for accounting and financial management effectiveness.

NOTE: There is no substitution of education for specialized experience at the GS-15 level.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This public notice may be used to fill multiple positions as needed; therefore, applicants must meet the qualifications at the time the applications are reviewed.

Education

All grades for the 0510 series have a positive education requirement that must be met.

You MUST submit at least one of the following:

  • Copy of your Transcripts or equivalent; OR
  • Certificate as Certified Public Accountant (CPA); OR
  • Certified Internal Auditor (CIA)

Position/Series Education Requirements is:

A. Successful completion of a full 4-year course of study in an accredited college or university leading to a Bachelor's degree or higher in accounting or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting/auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant/auditor.")

OR

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours (THIS MAY NOT INCLUDE BUSINESS LAW CREDITS), but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that:
(a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining;
(b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND
(c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
