This Historian position is located in the Cultural Resources, Park History Program Division.

This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of four years. Term positions do not convey permanent status in the Federal service.

Help

The major duties of the Historian position include, but are not limited to, the following:

  • Assist the Chief Historian, a lead Park History Program (PHP) Senior Historian and professional colleagues Service-wide in support of the implementation of the African American Civil Rights Network (AACRN) Act of 2017 and coordination of AACRN.
  • Work with a Senior Historian to provide assistance to Federal agencies, state and local governments, partner conservation organizations, interested stakeholders, the media, and the general public on AACRN Act criteria, process for application, and US Civil Rights history.
  • Maintain and update the AACRN database, the National Park Service (NPS) Civil Rights subject website, other related NPS webpages, PHP Facebook page, and social media outlets, making sure that the data is correct, up-to-date, and easily accessible to researchers, both inside and outside NPS.
  • Provide professional and technical advice on the theories, concepts, and methods of African American and US Civil Rights history, and its application to addressing or resolving issues surrounding the interpretation and preservation of the Service's history and the history and
    significant of individual parks and historic properties.
  • Plan historical research and writings that assist other historians in the Washington Area Service Office (WASO), Regional Offices, and/or parks, and assists in preparing reports and publications related to U.S. Civil Rights history.
  • Maintains currency with historical profession with various professional organizations, activities, conferences, and publications.

Qualifications

All qualifications must be met by the closing date of this announcement-07/05/2022-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

To qualify for the Historian position, you must meet the following basic and minimum requirements by the closing date of this announcement:

Basic Requirements

To qualify for the Historian at the GS-0170-09 grade level you must possess the following basic requirement by close of the announcement.

  • Successful completion of a degree in history or in a related field that include n at least 18 semester hours in history. -OR-
  • Must have a combination of education and experience with courses equivalent to a major in history or a major in a related field that included at least 18 semester hours in history, as shown above, plus appropriate experience or additional education.

Minimum Qualifications
To qualify for the Historian at the GS-0170-09 grade level you must also possess all of the following specialized experience by close of the announcement:
  • EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of the following: 1) Utilize comprehensive knowledge of African American and/or U.S. civil rights history to plan and conduct historical research and writing and give public presentations on historical topics and themes; 2) assist senior historians and leadership with implementation of local, state, national interpretive, and/or educational cultural resources programs; 3) maintain and update webpages and social media outlets; 4) provide professional and technical advice to senior staff on African American and civil rights history; 5) answer general inquiries on African American and/or civil rights history from the general public and partner organizations. You must include your resume with hours worked per week annotated.
  • -OR-
  • EDUCATION: Successful completion of 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. You must provide transcripts.
  • -OR-
  • Successful completion of a combination of education and experience as described above. To combine education and experience, first take full time experience as applicable. Then take the number of months of full time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include your resume with hours worked per week annotated, as well as transcripts.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Physical Demands: The work involves a variety of physical activities depending on the particular assignment, including walking, hiking, balancing, bending, sitting, stooping, and standing as necessary to complete assignments on rough terrain and during inclement weather. Occasional travel by various conveyances is required by the incumbent. There are occasional periods of stress related to short deadlines and other work demands.

Working Conditions: The work is performed in an office or library setting, with occasional site visits that might take place anywhere in the United States.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
