Duties

Help

The major duties of the Historian include, but are not limited to, the following:

  • Substantively reviews historic register nominations and determinations of eligibility (DOEs) for complex and/or controversial properties.
  • Supports preparation of reports and other analytical documents, often in response to internal and external inquiries of a politically sensitive nature, regarding historic register criteria, processes, and effects.
  • Develops and conducts training, and participates in conferences; develops articles, news briefs, and similar written materials for periodic publication, including newsletters and social media postings.
  • Supports development of historic register policy and procedures, including the dissemination of such through the preparation of bulletins, briefings, and studies.

All qualifications must be met by the closing date of this announcement-02/04/2022-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

SELECTIVE FACTOR: This position requires experience applying laws, regulations, policies, procedures, guidelines, and/or standards in evaluating nominations to the National Register of Historic Places. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position.

- AND -

BASIC QUALIFICATIONS for the Historian series: in order to qualify for this position you must meet one of the following basic qualifications for the history series, 0170:

  • A degree in history; or related field that included at least 18 semester hours in history. - OR-
  • A combination of education and experience - courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, as shown in A above, plus appropriate experience or additional education.
- AND -

To qualify for this position at the GS-12 grade level, you must possess all of the following minimum qualifications by close of the announcement:
  • EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience must include the following activities: Applies preservation principles, practices, methods, concepts, laws, and regulations sufficient to support the identification, evaluation, and documentation of potentially historic properties; prepares and evaluates documents sufficient to support management and development of historic properties; and serves as a preservation liaison among preservation partners, including Federal and state agencies, tribal governments, and state and local governments, to support preservation activities.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Physical Demands: The work is mostly sedentary within an office or library environment. It requires reading, writing, typing, walking, the use of electronic equipment, and occasional travel by car, airplane, or train. There may be occasional periods of stress caused by work deadlines and personal contacts.

Working Conditions: Work Environment The work is typically performed in an office and/or library setting, with occasional visits away from the office to conduct onsite evaluations of proposed National Register properties, or to participate in professional conferences, workshops, training sessions, etc.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
