Duties

Help

Few positions possible. Positions will be filled at either the GS-5 or the GS-7 level, depending upon selectee's qualifications and park funding availability. All positions may not be filled or they may be filled at different times depending on budget, hiring needs, and requirements. These positions have no known promotion potential, if you want to be considered for a higher grade, you must indicate what grade levels you want to be considered for.


Major Duties GS-5

  • Utilize interpretive techniques (such as metaphors, storytelling, analogies) suggested by others to facilitate intellectual and/or emotional connections between audiences' interests and their surroundings. Present interpretive programs, guided tours, and demonstrations to parties of small size (up to 20 people).
  • Work outside in extreme weather conditions (heat/cold, humidity/rain).
  • Be able to walk up/down 50+ stairs multiple times per day.
  • May be standing on granite or hard surfaces up to seven (7) hours/day.
  • Respond verbally to repetitive visitors inquiries for information, direction and guidance.
  • Provide direction, information, and orientation regarding services or activities of interest to the public.
  • Serve as a front-line representative greeting customers and answering questions.
  • Educate visitors regarding rules, regulations, and safety concerns to gain compliance.
  • Direct customers with problems, questions, or complaints.
  • Explain the significance of an area's facility's natural, cultural, historic, or other resources.
  • Assist the public in planning visits to and recommending activities in the area. Respond to mail, email, and telephone information requests.
  • Operate a cash register and assists in making and retail sales of various interpretive products for natural, historical, or cultural programs, publications or exhibits.
  • Help write social media content
  • Help plan and work special events.
  • May be involved in collection of entrance fees. - please annotate on your resume if you have handled money.
Major Duties GS-7

Includes All duties above and in addition:
  • Work with partners and give offsite programs.
  • Help mentor new or lower grade staff.
  • Help manage social media content.
  • Respond to visitor request in writing.
  • Help plan and work special events.
NOTE: The work requires standing for long periods of time on granite or hard surfaces up to 8 hours/day, walking for long distances, climbing and descending steep inclines, including walking up and down 50+ stairs multiple times a day, bending, and lifting moderately heavy items.

Additional Information: If you choose to live on the mainland your commute and employment time may exceed 11 hours/day plus driving time to your residence. Ferry Passes on the Miller Boat Line will be approximate $480/year.

AREA INFORMATION: Perry's Victory and International Peace Memorial (PEVI) is a 25-acre site located at Put-in-Bay, Ohio on South Bass Island in western Lake Erie. The only commercial access to South Bass Island is by ferry or plane from April to November. Annually, approximately 150,000 visitors have the opportunity to take the elevator to the top of the 352-foot Monument. On the park grounds there is visitor center, ranger station, administrative office, maintenance facility, and nine park housing units. Services in Put-In-Bay include a bank, churches, EMS services, grocery store, gas station, K-12 school, library, police, restaurants, and shops. Other services are located on the mainland in Port Clinton and nearby Sandusky. Park housing may be available.

Physical Demands: The work involves standing for long periods of time on granite or hard surfaces up to 8 hours/day, climbing and descending steep inclines, including walking up and down 50+ stairs multiple times a day, bending, and lifting moderately heavy items. You will be required to operate an elevator as assigned to transport visitors to the 352-foot open air observation deck of the Memorial. You must be able to work for several hours a day in a tight, confined, and crowded space or on the open air observation deck.

Working Conditions: Work is performed both indoor and outdoors resulting in exposure to a variety of weather conditions (high heat and humidity, high winds, rain, sleet, storms, etc.).

NOTE: The work requires standing for long periods of time on granite or hard surfaces up to 8 hours/day, walking for long distances, climbing and descending steep inclines, including walking up and down 50+ stairs multiple times a day, bending, and lifting moderately heavy items.The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Qualifications

All qualifications must be met by the closing date of this announcement-01/07/2022-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

To qualify for this position at the GS-5 or GS-7 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

At the GS-5 Level:
SPECIALIZED EXPERIENCE: Completion of at least one year of specialized experience, equivalent in level of difficulty and responsibility to that of at least the GS-4 grade level in the Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Experience may have been in technical, administrative, or scientific work, fish and wildlife management, recreation management, law enforcement, or other park related work. Examples of specialized experience include, but are not limited to, Park Guide or tour leader; environmental educator or teacher; law enforcement or investigative work; archeological or historical preservation research work; forestry and/or fire management work in a park, recreation, or conservation area; management, assistant, or program specialist work involving the development and implementation of policy related to protection, conservation, or management of park areas or similar operations; or other similar work. Your resume MUST show hours per week worked!

EDUCATION:
Successful completion of four years of education above high school (120 semester hours or 180 quarter hours) leading to a bachelor's degree with 24 semester hours of coursework in a related field. (Related fields of study include natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources.)

OF EDUCATION AND EXPERIENCE: An equivalent combination of education and experience.

At the GS-7 Level:
SPECIALIZED EXPERIENCE: One year of specialized experience equivalent to the GS-5 level. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of specialized experience could include park guide or tour leader; environmental educator or teacher; law enforcement or investigative work; archeological or historical preservation research work; forestry and/or fire management work in a park, recreation, or conservation area; management, assistant, or program specialist work involving the development and/or implementation of policy related to protection, conservation, or management of park areas or similar operations; or other similar work. To be creditable, this experience must have been equivalent in level of difficulty and responsibility to that of at least the GS-5 grade level in the federal service. EDUCATION:
Successful completion of one full year of graduate study in one of the following fields: natural resource management, natural sciences, marine biology/sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, wetlands ecology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. (One year of graduate education is 18 semester hours or 27 quarter hours). - OR - meet the criteria for Superior Academic Achievement (S.A.A.)

COMBINATION
of Experience and Education: An equivalent combination of education and experience as described above. For example, I have 6 months of the specialized experience described in A above (50% of the experience requirement), and one-half year (9 semester hours or 14 quarter hours) of directly-related graduate level college study in an accredited institution (50% of the qualifying education).

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Additional information

A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.

Non-Competitive Rehire Eligibility: Temporary seasonal employees can only maintain their non-competitive rehire eligibility if they work no more than a combined total of Temporary NTE less than 1040 hours anywhere in the National Park Service (NPS) within their established service year. Accordingly, non-competitive rehire eligibility allows for re-appointment to the same position or another position appropriate for temporary appointment with the same qualification requirements (5 CFR 316.402[b][7]), based on series and grade, anywhere in the major subdivision (NPS).

If you have held a temporary seasonal appointment in the past 12 months and have already worked the maximum temporary appointment less than 1040 hours during that period, you are still welcome to apply. However, please be aware that exceeding the limit of 1040 hours in your established service year will result in the loss of your non-competitive rehire eligibility.

The limit can be exceeded by working multiple temporary seasonal positions that result in a combined total greater than 1040 hours. The limit also can be exceeded by working a single temporary seasonal appointment that exceeds 1040 hours, unless granted an exception by OPM.
