Duties

Help

  • Conducts health surveys and inspections of all facilities of Grand Coulee Power Office including the Hungry Horse Field Office, including contractor operations to determine compliance with published health standards and regulations.
  • Performs sampling for asbestos related substances.
  • Conducts noise level mapping.
  • Develops and presents Safety training to employees covering a variety of topics and administers the hearing conservation and respiratory protection programs.
  • Conducts employee safety briefings and presentation on various environmental, safety, and occupational health topics.
  • Responsible for validation of Job Hazard Analyses.
  • Conducts near miss, incident, and accident investigations, gathering and evaluating facts and preparing accident narrative reports summarizing findings of investigations.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and/or specialized experience requirement - this information must be clearly supported in the resume.

To qualify at the GS-11, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level in federal service having demonstrated experience defined as: coordination of aspects of a safety, occupational health, or environmental improvement program; recommending safety, occupational health, and environmental improvement policy to higher level safety professionals; assisting in the development of safety, occupational health, and environmental improvement standards, regulations, practices, and procedures to eliminate or control potential hazards; and experience in the development or implementation of programs to reduce the frequency, severity, and cost of accidents and occupational illnesses.

You could otherwise qualify on the basis of Education having have completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree from an accredited college or university with a major field of study in safety or occupational health fields or other related fields such as safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and/or industrial OR LL.M. if related.

You may combine specialized experience and education to meet the minimum qualifications.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered.

Education

This vacancy announcement allows substituting education for experience at the GS-11 grade level. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not-qualified for the position.

You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable.
