Help

Duties of the position will focus on using scientifically sound expertise in aquatic ecology and biology in order to understand the impacts of external/internal threats, climate change, and human interactions to park aquatic ecosystems, species, and habitats and to design and implement appropriate management actions to mitigate these threats.

  • Develop and implement plans for the inventory, monitoring, evaluation, documentation, conservation, research, and interpretation of aquatic fauna/habitat/ecosystems across a wide range of elevations including, but not limited to, chaparral, oak woodland, coniferous forest, riparian, meadow, subalpine, alpine, and cave habitats.
  • Implement effective ecologically-based aquatic ecosystems management practices that include understanding the status, distribution and abundance of aquatic fauna, protection and restoration of threatened or endangered species (such as the mountain yellow-legged frog complex, Yosemite toad and Little Kern golden trout), protection of native wildlife from threats including non-native species (such as introduced trout) and disease (such as chytridiomycosis in amphibians), and education of staff, visitors and local communities, through development of management goals and objectives, design of management actions based on these goals and objectives, and implementation of effectiveness monitoring to ensure goals and objectives are met.
  • Effectively communicate to foster teamwork, internal relationships, and external partnerships that promote aquatic ecosystems management priorities and landscape scale conservation.
  • Assist or lead park compliance activities in relation to aquatic ecosystems and associated habitats, such as Threatened and Endangered Species Consultations (section 7), Biological Assessments, Environmental Assessments, Environmental Impact Statements, and NEPA.
  • The incumbent of this position provides full supervision (administrative and technical direction) at a minimum, for one
    employee; however, supervisory duties do not constitute 25% percent of their time.
Air Quality: Poor air quality afflicts Sequoia and Kings Canyon National Parks, especially during summer months - generally May to October. High ozone levels may be the most harmful pollutant here. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license.
  • You may be required to work evenings, weekends, and overtime.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 20 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • Strong backpacking and wilderness skills are required along with being comfortable in remote wilderness settings with limited human contact for 1-2 weeks at a time.

Qualifications

Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

All qualifications must be met by the closing date of this announcement-11/17/2021-unless otherwise stated in this vacancy announcement.

To qualify for this position at the GS-11 grade level, you must possess the following minimum qualifications by close of the announcement:

THIS POSITION HAS A BASIC EDUCATION REQUIREMENT IN ADDITION TO THE SPECIALIZED EXPERIENCE AND/OR ADVANCED EDUCATION REQUIREMENT.

BASIC EDUCATION REQUIREMENTS for a Ecologist, GS-0408: Successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences. You must include a copy of your transcripts at the time of application.

Minimum Qualifications:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: 1) Designing and conducting surveys of aquatic faunal populations and habitat (e.g., fish, amphibians, macroinvertebrates, zooplankton, etc.); 2) capturing and handling aquatic wildlife and collect morphometric data; 3) managing non-native aquatic fauna; 4) leading crews conducting aquatic field work; 5) managing and analyzing aquatic field data; 6) preparing field, survey, annual, and project reports; 7) conducting NEPA/ESA compliance, and 8) writing funding proposals for aquatic ecosystem management projects and research studies.

EDUCATION: Successful complettion of at least three years of progressively higher level graduate education leading to a Ph.D. or equivalent graduate degree in an accredited educational institution concentrated in a field that is directly related to the work of this position, such as in aquatic ecology, aquatic biology, or fisheries management, herpetology, or related disciplines appropriate to this position. You must include transcripts.

Successful completion of a combination of education and experience as described above. To combine education and experience, first take the number of hours of directly related progressively higher level graduate education leading to a Ph.D. and divide by the required number of course hours for a PhD. Then take the number of months of full time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Physical Demands: The position may require strenuous physical activity including periods of standing, walking, climbing, and lifting and carrying heavy objects. Some activities will occur in physically dangerous areas or settings. Documentary research and report writing work is sedentary, which entails the ability to concentrate and write for long periods of time.

Working Conditions: Work is performed both indoors and outdoors in all types of weather. Assignments may be performed in potentially hazardous areas including steep slopes, rocky terrain, and forests. Flying in fixed-wing aircraft and helicopters is possible.
