Help

The major duties of the Interdisciplinary - Geographer/Cartographer/Historian, include but are not limited to, the following:

  • The incumbent provides expert advice in coordinating the efforts of CRGIS personnel involved in the
    development and dissemination of GIS programs/applications, data, training and technical assistance.
  • Based on project results, the incumbent evaluates and recommends to the Program Manager, CRGIS, proposed solutions, new applications and standard operating procedures based on successfully tested GIS applications for use by federal agencies, State/Tribal Historic Preservation Offices, certified local governments, NPS units and other partners.
  • The incumbent provides leadership and guidance to federal agencies, State/Tribal Historic Preservation Offices, and certified local governments in adopting the national standards for cultural resource spatial data, as well as GIS and GPS.
  • The incumbent designs and conducts GIS training for State/Tribal Historic Preservation Offices,
    certified local governments, federal agencies, and other partners.
Duties will be developmental in nature when filled below the full performance level.

Qualifications

All qualifications must be met by the closing date of this announcement-10/09/2021-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.


To qualify for the Cartography series, 1370, you must possess one of the following Basic qualifications by close of the announcement:

  • A Degree: cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites).
  • or
  • A Combination of education and experience -- courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education.

To qualify for the Geography series, 0150, you must possess one of the following Basic qualifications by close of the announcement:
  • A Degree: geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields.
  • or
  • A Combination of education and experience: courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education.

To qualify for the History series, 1170, you must possess one of the following Basic qualifications by close of the announcement:
  • A Degree in history; or related field that included at least 18 semester hours in history.
  • or
  • A Combination of education and experience: courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, as shown in A above, plus appropriate experience or additional education.

To qualify for this position at the GS-11 grade level, you must possess one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-9 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Performs assigned tasks with guidance to ensure tasks are completed with accuracy and on time; participates in planning and assigning tasks and contributes to the development of new guidelines or procedures; collaborates with partners to achieve goals; researches new spatial technologies and tools and their application to cultural resource management; and applies geographic information systems to perform cultural resource management tasks in documentation, survey, and inventory. You must include your resume with hours worked per week annotated.

EDUCATION: Successful completion of at least 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You must include transcripts.

Successful completion of a combination of education and experience as described above. To combine education and experience, first take full time experience as applicable. Then take the number of months of full time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include your resume with hours worked per week annotated, as well as transcripts.


To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Performs multi-faceted tasks and takes on significant responsibility with little supervision; participates in planning and assigning priorities and develops standard procedures for accomplishing tasks; operates cooperatively with partners to achieve goals; applies geographic information systems to perform cultural resource management tasks in documentation, survey, inventory, and mitigation; performs analysis with spatial technologies using cultural resource spatial data to answer policy questions; and applies new spatial technologies/tools and develops methods to employ them with cultural resource management. You must include your resume with hours worked per week annotated.


Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

There is no substitution of education for experience at the GS 12 grade level(s) of this announcement.

A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate.

Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor.

Physical Demands: The work is typically sedentary, but requires the incumbent to attend meetings conferences, and conduct projects as well as project inspections in state offices, NPS park/regional offices, local and Tribal governmental centers. No special physical demands are required to perform the work, but there is carrying light items such as laptop computers and peripherals, or paper records/files.

Working Conditions: The environment involves normal, everyday risks or discomforts typical of offices, meeting rooms and occasional travel.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
