Duties

Help
  • Serve as the staff archeologist for the Area Office Program Manager for all aspects of the cultural resources program concerning Traditional Cultural Properties, archeology, history, and cultural resources management within the Area Office.
  • Conduct field investigations, prepares reports, and coordinates results as necessary to carry out all aspects of the Area Office's program involving archeology, Traditional Cultural Properties, history, and cultural resources management.
  • Serve as the Contracting Officer's Technical Representative (COR) for all cultural resources related contracts and purchase orders in the Area Office.
  • Prepare budgets for all cultural resource studies in conjunction with both agency construction projects and ongoing resource management of existing reservoir lands.

Qualifications

BASIC REQUIREMENT:

A. EDUCATION:
1.
Bachelor's or higher degree that includes 3 semester hours each in the following course areas: 1) History of archeology; 2) Archeology of a major geographical area such as North America or Africa; 3) Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development; 4) Theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques; and 5) Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work.

Six (6) semester hours of related course work in: geography, geology, or cultural geography; history, historiography, or historical archeology; environmental studies; scientific writing (nonfiction English composition); and/or surveying.
-AND-
Archeological field school.

2. Related Curriculum: Bachelor's or higher degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements in statement A.1 above (including archeological field school).

B. Combination of Education and Experience. College-level education or training that provided knowledge equivalent to that described in statement A above, plus appropriate technical experience or additional education.

EXPERIENCE:
Four (4) years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project.

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level in which you are applying:

GS-09:
Specialized Experience: Applicants must have at least one year of specialized work experience equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following: (1) conducting archeological site inventories and cataloging historic preservation; (2) applying the theories, principles, practices, and techniques of archeology to conduct historic archeological field investigations; (3) assisting in the implementation of procedures to comply with historic preservation legislation, executive orders, regulations, and agency policy; (4) preparing environmental documents (e.g. Environmental Impact Statements, Environmental Assessments and Categorical Exclusion Checklists (CECs), and Resource Management Plans) for the office.

Education: Successful completion of at least a Master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree from an accredited college or university with major study that is directly related to the position. Course work must clearly provide applicants with the background of knowledge and skills necessary for successful job performance in the position to be filled.

Combination: Successful completion of some specialized experience as described in statement A, but less than one (1) year; and I have more than one (1) year but less than two (2) years of graduate education as described in statement B. I have computed the percentage of the requirements that I meet, and the total is at least 100%. (To combine education and experience, first divide your total months of qualifying specialized experience by 12. Then divide your semester hours of graduate education beyond one (1) year (18 semester hours) by 18. Add the two percentages together. The total percentage must equal at least 100 percent to qualify). (Note: Only graduate education in excess of the first year (18 semester hours) is creditable toward meeting the experience requirement when combining experience and education.

GS-11:
Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following (1) creating professional evaluations and judgments on the significance of historic and archeological properties; (2) coordinating the organization's cultural resources program with State Historic Preservation Office (SHPO) to obtain clearance for all undertakings; (3) implementing procedures to comply with historic preservation legislation, executive orders, regulations, and agency policy; (4) consulting with land owners to coordinate cultural resource investigations, Traditional Cultural Property studies, and issuance of archeological permits under the Archeological Resources Protection Act.
OR
Education: Successful completion of three years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree at an accredited college or university indirectly-related fields. Course work must clearly provide applicants with the background of knowledge and skills necessary for successful job performance in the position to be filled.
OR
Combination: Successful completion of some specialized experience as described in statement A, but less than one (1) year; and I have more than two (2) years but less than three (3) years of graduate education as described in statement B. I have computed the percentage of the requirements that I meet, and the total is at least 100%. (To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 36 semester hours, and divide by 18 semester hours or equivalent. Then, take the number of months of specialized experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify).

Education

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Additional information

  • Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • Occasionally works outside of regular tour of duty with supervisor approval, e.g., Credit Hours, Overtime, etc.
  • May involve occasional travel up to 40% of the time (some overnight stays) to attend meetings, conferences, training, site visits, etc. You may be required to obtain a government charge card for travel purposes.
The Bureau of Reclamation has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Physical Demands: The work is a mixture of field and office work. The former involves working in potentially dangerous situations on rivers and large reservoirs as well as conducting resource inventories of project areas in places which are sometimes remote and have rough terrain and poor access. Other work is often accomplished by participation at meetings, field reviews, and consultations held in an office setting. Considerable travel may be necessary. Office work requires extensive use of computers and is mostly sedentary.

Working Conditions: Field work may involve exposure to adverse conditions and temperature extremes around streams and lakes. Office work is performed in a comfortable, ventilated, and well lighted environment.
