This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of four years, or more based on any changes to regulations governing the number of years term appointments may last, without further competition. Term positions do not convey permanent status in the Federal service.

The National Park Service retains the right to extend the duration of this appointment after selection and/or appointment, based on changes to the regulation governing the number of years term appointments may last. This change, which may be made at the agency's sole discretion and without further competition, shall not be construed or interpreted as the granting of a right to a selectee or employee to such an extension. No extension to a term appointment shall be granted to a selectee/employee to an amount of time that exceeds the maximum number of years authorized under any present or current regulation, unless such regulation expressly allows such action

The incumbent will serve as a Terrestrial Wildlife Biologist under the direction of the Chief of Wildlife and Physical Sciences of the Resources Management and Science Division in Sequoia and Kings Canyon National Parks. The incumbent will serve as an advisor on the development and implementation of a science-based ecological management program for terrestrial wildlife. Duties of the position will focus on using scientifically sound expertise in wildlife biology and ecology in order to understand the impacts of human interactions, climate change, and other internal/external threats to park terrestrial wildlife and habitat and to design and implement appropriate management actions to mitigate these threats. The incumbent will use expertise to:


Develop and implement plans for the inventory, monitoring, evaluation, documentation, conservation, research, and interpretation of terrestrial wildlife/habitat across a wide range of elevations including, but not limited to, chaparral, oak woodland, coniferous forest, riparian, meadow, alpine, and cave habitats.

Implement effective ecologically-based wildlife management practices that include minimizing human-wildlife interactions (focusing on American black bear), protection and restoration of threatened or endangered species (such as Sierra Nevada bighorn sheep, fisher, and red fox), protection of native wildlife from diseases (such as white-nose syndrome in bats ) or exotic animals (such as feral pigs), and education of visitors and local communities, through development of management goals and objectives, design of management actions based on these goals and objectives, and implementation of effectiveness monitoring to ensure goals and objectives are met.

Effectively communicate to foster teamwork, internal relationships, and external partnerships that promote wildlife management priorities and landscape scale conservation.

Assist or lead park compliance activities in relation to wildlife and associated habitats, such as Threatened and Endangered Species Consultations (section 7), Biological Assessments, Environmental Assessments, Environmental Impact Statements, and NEPA

Qualifications

This position has a Basic Education Requirement. You must meet the education and/or experience requirements listed here. You MUST submit a copy of your transcripts/documentation that show how you meet the below requirements. If you do not submit transcripts, you will be found not qualified. You must have one of the following Basic Qualification Requirements for the Wildlife Biologist 0486 series: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's, or higher degree, in the major field of study in biology, or a related biological science, that included at least 9 semester hours in such wildlife subjects as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology; AND at least 9 semester hours in botany or the related plant sciences, AND at least 12 semester hours in subjects related to zoology, such as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects (Excess courses in wildlife biology may be used to meet the zoology requirements where appropriate.)
OR
Combination of education and experience equivalent to a major in biological science (i.e., at least 30 semester hours), with at least 9 semester hours in wildlife subjects, 12 semester hours in zoology, and 9 semester hours in botany or related plant science, as shown above, plus appropriate experience or additional education.

To qualify for this position at the GS-11 grade level, you must possess of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: preparing wildlife portions of environmental assessments, planning and conducting wildlife field inventories and monitoring studies, and interpreting data and preparing wildlife management plans. You must include hours per week worked.

EDUCATION: Successful completion of at least 3 years of progressively higher level graduate education leading to a Ph.D. degree or equivalent doctoral degree in a field that is directly related to the work of this position, such as wildlife biology or related field such as mammology, ornithology, animal ecology, or wildlife management or other directly-related subject matter. IMPORTANT NOTE: If you are using education to qualify you must submit a copy of your transcripts.

Successful completion of a combination of education and experience as described above. For example, six months of the specialized experience (50% of the experience requirement) and 45 semester hours directly related graduate level education (50% of the education requirement). IMPORTANT NOTE: If you are using education to qualify you must submit a copy of your transcripts.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies", "part-time" or "intermittent".

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Physical Demands: The position may require strenuous physical activity including periods of standing. walking, climbing and lifting and carrying heavy objects. Some activities will occur in physically dangerous areas or settings. Documentary research and report writing work is sedentary, which entails the ability to concentrate and write for long periods of time.

Sequoia and Kings Canyon National Parks present a uniquely challenging work environment. These parks represent an extraordinary continuum of ecosystems (93% designated wilderness) arrayed along the greatest vertical relief (1,370 to 14,495 feet elevation) of any protected area in the lower 48 states. They are the highest, most rugged portion of the High Sierra Mountains. As such, this position requires experience utilizing wilderness travel skills. Selectee must be able to hike by foot in the backcountry at high altitude (elevations above 10,000 feet) for extended periods of time while carrying backpacks, tools and supplies of at least 50 lbs, and be able to camp for several days at a time.

Working Conditions: Work is performed both indoors and outdoors in all types of weather. Assignments may be performed in potentially hazardous areas including steep slopes, rocky terrain, caves, firelines, wetlands, forests and alpine environments. Flying in fixed-wing aircraft and helicopters is possible. The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster. This position is subject to both pre-employment and random drug testing as a condition of employment. Applicants will not be appointed to the position if a verified positive drug test is received.

Housing information: Government housing (some accessible to persons with disabilities) within the park MAY be available on a limited/bid basis, and assigned based on management needs.

Air Quality: Poor air quality afflicts Sequoia and Kings Canyon National Parks, especially during summer months - generally May to October. High ozone levels may be the most harmful pollutant here.
