Summary

This position is located in the U.S. Department of Justice, Office of Violence Against Women (OVW). OVW implements the Violence Against Women Act and subsequent legislation and provides national leadership against domestic violence, dating violence, sexual assault and stalking. OVW has launched a multifaceted approach to responding to these crimes.
The incumbent will be responsible for policy, programmatic development, oversight, planning, implementation and assessment of grant programs.

Duties

Help

The duties and responsibilities for a 1109 GRANTS MANAGEMENT SPECIALIST generally include, but are not limited to, the following:

  • Advises and develops policies and programs related to the prevention of domestic violence, dating violence, sexual assault, and stalking.
  • Reviews applications for grant assistance.
  • Develops grant program solicitations related to domestic violence, dating violence, sexual assault, and stalking. Administers grants after award, including necessary site monitoring activities, ensuring compliance to legislative mandates and other requirements.
  • Provides guidance and advice on grant and/or cooperative agreement policies and regulations that required considerable adaption and/or interpretation for application to complex issues and programs.
  • Serves as an organizational spokesperson at public meetings, briefings, workshops, and program activities on violence against women issues.
The duties listed above are generally written for one grade level. If the position is advertised at multiple grades, the duties will be adjusted in difficulty, complexity, and level of supervision, for higher or lower grades, as appropriate. Organizations may also add 'other duties as assigned' once you are hired, based on what is included and allowed by the position description.

Qualifications

To qualify for the position of GRANTS MANAGEMENT SPECIALIST, (GS-1109-11/12), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to the series and grade you are applying to.
If you are a current government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level, to meet the time-in-grade requirements for this occupational series and grade.

To qualify for the GS-11, you must have one year of specialized experience equivalent to the GS-09 grade level in the Federal service performing the following duties:

  1. Assisting with intervention and prevention programs that address violence against women or other similar victim and family prevention and protection programs;
  2. Complete procedural tasks related to the grants administration process; assisting with preparing and tracking grants/assistance awards; AND
  3. Ensure that grant rules and regulations are followed and applied consistently.
OR,

A PhD., or equivalent doctoral degree; or three full years of progressively higher level graduate education leading to such a degree; or LL.M., if related.
OR,

Some specialized experience as described above, but less than one year; and have more than two years but less than three years of education as described above

To qualify for the GS-12, you must have one year of specialized experience equivalent to the GS-011 grade level in the Federal service performing the following duties:
  1. Advising on intervention and prevention programs that address violence against women or other similar victim and family prevention and protection programs;
  2. Developing support programs for domestic violence, dating violence, sexual assault, stalking and/or similar victim and family support programs;
  3. Providing advice and guidance on a variety of grant management policies, regulations, procedures, and practices; evaluating grantee and/or awardee performance and compliance; AND
  4. Ensuring that grant rules and regulations are followed and applied consistently.
