Help

Leads the Lewis and Clark NHT team to build and maintain relationships with the associated Tribes and other groups on an informal and formal government-to-government basis. Consultation with Indian Tribes is well established in existing work, the Trail's enabling legislation, and other federal laws, executive orders, regulations, and policies.

Solicits recommendations from the Tribes and sovereign nations associated with the Lewis and Clark NHT in accordance with the Trail's legislation and cooperative agreements, regarding opportunities for involvement by the Tribes, the State, and other local and national entities in developing and supporting the Trail's mission.

Coordinates, leads, and assists in facilitating tribal consultation meetings and partnership activities and monitors the function of cooperative agreements between the Trail and each of the Tribes associated with the Lewis and Clark NHT.

Leads planning a program of tribal outreach, collaboration, and promotes a general understanding of the role of the National Park Service (NPS) mission, and promotes partnerships between the NPS, the Tribes associated with the Trail as well as private citizens and others. As assigned, works effectively on behalf of the Trail in assisting other NPS offices and partners in projects pursuing the Trail's program objectives.

Communicates daily - verbally and in writing, with partners, visitors, and others. Responds effectively to questions, concerns, or issues of a potentially controversial nature. Accurately records minutes of meetings, documents formal and informal contacts and shares these with Trail staff; generates oral and written reports and writes documents or articles.

Listens effectively, develops and shares with Trail staff an understanding of tribal concerns, and advises the Superintendent and Trail staff on the sensitive and complex nature of NPS-Tribal relations, including implications of tribal requests, and potential impacts of Trail projects and programs on tribal interests and develops appropriate response.

Works to enhance Trail staff capacity to appropriately communicate with Tribal representatives in support of the Trail's core mission for resources stewardship, interpretation and education, partnerships, and recreation.

Develops and delivers informational products and services that promote awareness and understanding of the cultural and historic significance of the site as well as tribal cultural needs, issues, and sensitivities, to sustain the Trail's mission.

Reviews and provides input/guidance regarding tribal interpretive stories as it pertains to various interpretive media, including but not limited to news
releases, films, brochures, signage, museum exhibits, interpretive programs and interpretive training.

Ensures Native American Graves Protection and Repatriation Act (NAGPRA) compliance including, but not limited to, consultation with Tribes regarding potential NAGPRA needs for planned maintenance and resource projects or inadvertent discoveries of human remains or cultural objects subject to NAGPRA

  • You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.
  • The duty location of this position is negotiable after selection but will need to be within 100 miles of the Historic Trail in one of the following states: Pennsylvania, Ohio, West Virginia, Kentucky, Indiana, Illinois, Missouri, Kansas, Nebraska, Iowa, South Dakota, North Dakota, Montana, Idaho, Washington, and Oregon.
  • Relocation Expenses will be paid to allow for relocation to one of the states that the Lewis and Clark National Historic Trail passes through.
  • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

Qualifications

All qualifications must be met by the closing date of this announcement-06/09/2021-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience should demonstrate skills in: (1) American Indian Tribal cultural competence including: knowledge and understanding of Tribal heritage, issues, and concerns. (2) Practical experience in effectively communicating with American Indian Tribes and non-native individuals and organizations with respect for cultural similarities and differences. 3. Fostering meeting environments that allow culturally diverse individuals to negotiate and resolve sensitive issues with the Tribes. (4) Education and assistance of non-native staff regarding American Indian Tribal cultural competence in communication regarding cultural, natural, and recreational resources and interpretive stories. Your resume must support this experience. You must include hours per week worked.

EDUCATION: Successful completion of at least three (3) years of progressively higher-level graduate education leading to a Ph.D. degree or a Ph.D. or equivalent doctoral degree in Anthropology, US History, Native American Studies, Sociology or American Indian Communications or LL. M. if related. TRANSCRIPTS must include your name, school name, credit hours, major(s), and grade-point average or class ranking or you will be rated ineligible. Your rating will be based solely on the information you submit with your application. You must include transcripts.

Successful completion of a combination of education and experience as described above. The total must equal at least 100 percent to qualify. You must include transcripts.

You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Physical Demands: Work is largely in an office setting and sedentary, but will frequently involve travel, field work, or standing, sitting, or walking for long periods of time. Work may range from varied office duties, computer and business machine use, to lifting up to 50 lbs. of supplies or equipment, or moderate physical activity, short periods of physical labor, as well as hiking or approved off highway vehicle use at times in challenging environmental conditions and terrain. Work, at time, may involve stressful time pressures in meeting the deadlines and accomplishing the workload.

Working Conditions: Work is generally performed in office settings, in temporary and other interim structures, as well as outside in varied field environments and terrains where tribal ceremonies, activities, or NPS field work or other events may take place. Environmental extremes may range from 100+ degrees to below freezing, subject to precipitation, high wind, storms, or other severe weather factors. Incumbent is required to travel with other staff or alone to a variety of locations, including but not limited to tribal, federal, state and other offices, event facilities, and meeting locations, tribal reservations, as well as colleges and universities - and meet with American Indian, NPS, NPS partners and other contacts. Travel may result in long hours, extended overnight stays, air flight and driving during early morning and late evening hours. Weekend work may be required. May work irregular schedules and be required to change of shifts with very short notice to address situations and organizational needs.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
