Summary

This position is a Public Affairs Specialist (Digital Strategist) using up-and-coming technologies to convey the mission and achievements of the U.S. Fish and Wildlife Service.

This position is also advertised under MR-21-11121552-SG (MP) at the GS-11 and GS-12 grade levels. You must apply to each announcement separately if you wish to be considered at each grade.

Duties

Help

As a Public Affairs Specialist - Digital Strategist, your duties will include but are not limited to the following:

  • Assisting in meeting short deadlines and providing coordinated responses (on and off record) to communication demands, occasionally to audiences with opposing points of view or erroneous understanding of agency positions to achieve a more balanced perspective among these publics.
  • Assisting in the development and execution of digital communication strategies.
  • Assisting in composing news releases, public service announcements, presentations, feature articles, opinion pieces, speeches, and web-based multimedia products designed to convey complex information in a clear, accurate, interesting, and engaging manner to publics with varying levels of comprehension of agency programs and policies, or opposition or indifference to the agency's program objectives.
  • Have familiarity with and the ability to assist in using multimedia information products (podcasts, blogs, slide shows and other interactive media) and understanding of how to effectively utilize web, text, graphics, photos, audio, video, and other social media to convey information concerning complex and controversial mission-critical programs and functions to publics having diverse levels of understanding of the organization's programs and activities.
  • Assisting in obtaining and understanding large amounts of complex information regarding fish and wildlife conservation and management from Service specialists and other sources, analyze this information, and develop workable recommendations for communicating topics of greatest interest or concern to the media, the public, and other entities.
  • Establishing and maintaining working relationships with a variety of individuals, some of whom have opposing points of view.
  • Having knowledge of current developments, direction, and trends in the use of the Internet, new and social media, and Web technologies and applications.
Promotion Potential: This position involves a multi-grade career ladder. The major duties listed represent the major duties performed at the GS-9 level, and you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-12.

Minimum Qualification [GS-9]
A. I possess one (1) year of specialized experience equivalent to the GS-7 level in the federal service that demonstrates the knowledge, skills, and abilities necessary to successfully perform the duties of the position to be filled. Qualifying experience includes: Translating and communicating complex natural resource science information to non-technical audiences; Conducting research including interviews of subject matter experts for written stories; Responding to inquiries from the media; Coordinating with various stakeholders to communicate priority conservation efforts. NOTE: This experience is clearly documented in my resume.

B. I possess a master's or equivalent degree or have successfully completed 2 full years of progressively higher level graduate education leading to such a degree or an LL.B or J.D., if related. Such education must demonstrate the knowledge, skills and abilities to perform the work of this position.

C. I possess a combination of qualifying specialized experience and more than one year of graduate education (both as described above) that, when computed as percentages of their respective requirements, equals at least 100% when combined. Only graduate education beyond the first full year (18 semesters) is creditable using this method.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,
i. Area of Consideration.
ii. Time-in-grade (TIG) requirements as specified in 5 CFR 300, Subpart F.
iii. Time after competitive appointment as specified in 5 CFR 330.502.
iv. Qualification requirements outlined in OPM's Qualifications Standards for General Schedule Positions or for Federal Wage System (FWS), wage grade positions, applicants are evaluated using the OPM Job Qualification System for Trades and Labor Occupations and the job element examining method

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Public Land Corps (PLC) Hiring Authority: Served as a qualified youth on an appropriate conservation project completing a minimum of 640 hours of satisfactory service that included at least 120 hours through the PLC and received a certificate of non-competitive eligibility.
