Duties

Help

The major duties of the Supervisory Public Affairs Specialist position include but are not limited to the following:

  • Leads strategic communications and external outreach, plans, and directs national campaigns and communications strategies to convey complex information concerning programs, research on program-related areas, responsibilities, and activities and to ensure they are consistent with NPS and Department of the Interior priorities.
  • Conducts the public messaging program within the National Park Service, with responsibility for planning, designing, and executing a program to inform and educate the general and specialized publics about the organization's programs, activities and services, including media relations, the digital experience, internal communications, publications, multi-media, tourism, cause-related and co-branded marketing, licensing, and graphic identity.
  • Supervises various teams and provides day-to-day work guidance to communications program managers. Develops and coaches a Servicewide team of senior communications professionals who are duty stationed in parks and regional offices to implement national strategy.
  • Develops strategies to ensure complementary communications efforts with NPS partners including the National Park Foundation, individual national park friends groups, national park concessioners, as well as state tourism, conservation, and preservation agencies.
  • Oversees market research activities to keep abreast of changing demographics and other relevant issues in order to evaluate marketing and communication activities and to discover emerging issues. Manages the use of external contractual resources pertaining to the marketing and communications function. Develops strategies used in marketing that successfully deliver key messages and motivate target audiences.
  • Ensures the NPS Office of Communications establishes and maintains effective working relationships with members of the news media, specialized groups interested in the organization's programs and field offices. Personally handles high-level contacts.

  • Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. Current and former Federal employees must add the SF-50 that shows the highest grade ever occupied in the Federal government regardless of when appointment took place. Failure to do so may result in credit not being granted in relation to time in grade or specialized experience. You MUST submit all SF-50s to show 52 weeks at the next lower grade to support time in grade. If you fail to do so, you may be found ineligible.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home, within the Continental United States and its territories, up to five nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

Qualifications

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

To qualify for this position at the GS-15 grade level, you must possess the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-14 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equips the applicant with the particular knowledge, skills, and abilities needed to perform the duties of this position. Experience at this level must include all of the following: Planning, advising and managing the public affairs team of a large, national organization; planning, prioritizing and directing outward national communication campaigns; developing marketing strategies; and experience providing strong, effective, and highly visible leadership to communications team and field offices. You must include hours worked.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience (as determined by Human Resources).


You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.

Overstating or misrepresenting experience will result in elimination from consideration.
No experience shall be credited based on documents submitted after closing of the vacancy announcement.

Education

There is no substitution of education for experience at the grade level(s) of this announcement.

Additional information

A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.

A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.
