Duties

Help

As a Program Analyst your duties will include but are not limited to the following:

  • Provides lead coordination for the staff workforce recruiters in the implementation of Service-wide recruitment objectives and activities.
  • Coordinates outreach communication of FWS career and intern opportunities to actively solicit and maintain contact with private sector employment representatives, public employment services, and professional or trade associations; representatives of educational institutions, minority, women's, disabled and veteran advocacy groups; and other groups as necessary to develop a robust recruitment source to attract qualified job applicants for FWS positions.
  • Serves as technical expert and Point of Contact for analyzing statistical data for which to conduct studies and projects, including workforce studies, to solve broad, difficult, and complex workforce issues. Through systematic fact-finding, analysis, and consultation efforts, makes recommendations to the Office of Diversity and Inclusive Workforce Management (ODIWM) Program Manager and other Fish and Wildlife Service (FWS) leaders.
  • Provides guidance and direction on effective outreach methods and strategies for recruitment; identifies sources of job applicants and candidates; and advising management on the selection of the most appropriate and effective staffing methods to identify job candidates.
  • Coordinates implementation of FWS recruitment strategies with the strategies from multi-agency partnership of federal and state agencies, non-governmental organizations, professional societies, and people of color serving or lead organizations and academic programs working together to increase the representation of people of color in conservation and preservation careers.

In order to qualify for this position you must possess the Minimum Qualification.

Minimum Qualification for the GS-13:

  1. One year of specialized experience comparable in scope and responsibility equivalent to grade GS-12 in the Federal service. Experience may include: Experience in providing program consultation, and implementing program initiatives and processes, specifically in support of the organization's EEO, affirmative employment, diversity or recruitment programs. Experience in developing relationships with potential applicants, as well as management officials, external organizations, and other sources for potential candidates, specifically relationships that support the organization's diversity and inclusion and recruitment goals. Experience in preparing written reports, briefs, status updates, and responses.
    Experience in analyzing statistical data for which to conduct studies and projects, including workforce studies, to make recommendations..
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,
i. Area of Consideration.
ii. Time-in-grade (TIG) requirements as specified in 5 CFR 300, Subpart F.
iii. Time after competitive appointment as specified in 5 CFR 330.502.

Alaska Positions: The salary range given above includes base pay and locality pay, you will receive a 2.86% cost of living allowance for Anchorage, Fairbanks, and Juneau, or 5.80% for all other Alaska locations. This allowance is subject to annual review, adjustment and grade decrease.

Alaska Return Rights: If you are a current U. S. Fish and Wildlife Service employee and you are transferring from a Region outside of Alaska, you will be eligible to return to a position in your home Region upon completion of a minimum 3-year tour of duty in Alaska. If you exercise this option, your home Region will place you in a position of equivalent grade in the same general occupational classification series that you occupied in Alaska.
