Duties

Help

As an Administrative Support Assistant you will provide administrative expertise and may work with subordinate administrative personnel, a co-located station, sub offices, or the station could have complex operational issues e.g. heavy public use, extensive law enforcement, urban area location, active visitor/training center and recurring complicated budget issues. Your duties will include but are not limited to the following:

- Participates in management decisions regarding the management and control of budget and financial data.
- Analyzes historical budget and financial data prior to budget preparation and identifies trends and/or discrepancies with recommendations for corrective action(s).
- Manages expenditures for resource-based funds, maintenance funds, contributed funds, numerous sub-activities, reimbursable funding sources including 2-year and on-year funding years.
- Generates and formulates field level budget consisting of estimates, justifications, and all financial actions for multiple natural resource accounts with extensive sub-activities and or cross program, interagency or grant funding resources.
- Reconciles financial center printouts ensuring sub-activities accounts are liquidated prior to expiration of funding authority.
- Responsible for continuing review of utilization of funds, funds availability, and overall budgetary process for station(s).
- Initiates and finalizes correspondence required to resolve discrepancies in fiscal transactions with commercial firms.
- Reviews financial documents for accuracy, approving expenditures, analyzing affect to overall budget.
- Prepares acquisitions for supplies, equipment and construction meeting station needs
- Employee is required to hold a procurement warrant.
- Schedules staff training and trains clerical personnel; Provides instruction and training in all automated systems to include hands on training and continuing phone support.
- Assist Project Leader/Supervisor in preparation of pertinent forms and documents.
- Provides guidance and assistance to staff/station(s) in all personnel functions including health benefits, payroll problems, retirement information, job opportunities, step increases, awards, and training.
- Coordinates computer hardware and software acquisitions, installation and upgrade, system backup procedures and system maintenance with IT Coordinator support.
- Prepares and supervises the preparation of reports associated with property, training, vehicle use, energy, equipment, safety, travel, and various other special reports as requested.
- Monitors appointment limitations and prepares appropriate actions using the approved electronic process.
- Serves as the primary contact between Property Utilization Specialist and GSA; Designated as liaison for compliance with leases, maintenance, repairs, etc.
- Supervises inventory of all accountable property and required to physically inventory all accountable property.
- Required to update and maintain record system that controls the location, arrangement, and use of active files, and systematic retention and/or disposal of records according to established plans.
- Develops, prepares, and submits all space requirement worksheets and documents.
- Provides daily assistance pertaining to computer applications used by office staff and provides information technology management, network administration, and technical support in conjunction and consultation with the designated Information Technology Coordinator.
- Arranges, attends, and prepares informational packets for meetings and conferences.

Qualifications

Only experience obtained by 02/16/2021 will be considered.

In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.

Basic Requirement:
For this GS-07 position you must have served 52 weeks at the GS-06 level grade level or equivalent. An SF-50 showing your time-in-grade eligibility must be submitted with your application documents. If the most recent SF-50 has an effective date within the last past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement In this instance you must provide an additional SF-50 that clearly demonstrated one-year time in grade.

Minimum Qualification [GS-07]
One year of specialized experience comparable in scope and responsibility equivalent to grade GS-06 in the Federal service (experience may have been obtained in public or private sectors). Experience must include knowledge of administrative functions, various word processing and spreadsheet software, coordinating procurement and contracting regulations, policies and procedures; knowledge of annual work planning and analyzing funding requirements; preparing and reviewing travel vouchers; preparing and submitting payment packets; serving as a timekeeper using an automated system; coordinating staff training; maintaining records filing system; knowledge of personnel functions, procedures, preparation, and monitoring of personnel actions; meeting and communicating effectively with others. Your resume must contain sufficient detail to prove you have one year of experience performing these duties.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,

i. Area of Consideration.
ii. Time-in-grade (TIG) requirements as specified in 5 CFR 300, Subpart F.
iii. Time after competitive appointment as specified in 5 CFR 330.502.
iv. Qualification requirements outlined in OPM's Qualifications Standards for General Schedule Positions or for Federal Wage System (FWS), wage grade positions, applicants are evaluated using the OPM Job Qualification System for Trades and Labor Occupations and the job element examining method.
