As the Department's FOIA Compliance Officer (Supervisory Government Information Specialist), located in Washington, DC, your specific duties will include, among other things:

  • Designing and implementing a new oversight program to monitor the operations of the DOI Bureau/Office FOIA offices;
  • Assisting with the development of quality control plans to ensure that FOIA processing work receives appropriate review at every stage of the process;
  • Conducting periodic audits of Bureau/Office FOIA offices, which may include assessing FOIA compliance; conducting spot checks for quality, timeliness, thoroughness or consistency; and establishing and reviewing metrics for assessment of effective FOIA processing operations;
  • Preparing workflow analyses to determine whether FOIA offices are logging, acknowledging, assigning, searching, collecting, and processing FOIA requests in a timely, and efficient manner;
  • Ensuring compliance with the FOIA and Department FOIA regulations, policies, and standard operating procedures, providing written notice where Bureaus/Offices are not in compliance, directing appropriate remedial action, and providing guidance as needed in coordination with the DFO's Policy and Operational Support Team (POST);
  • Reviewing the use of FOIA exemptions by Bureaus/Offices to determine whether FOIA staff are analyzing exemptions correctly, and reviewing whether Bureaus/Offices are properly applying statutory and regulatory criteria to determine multitrack processing, requester status, and affirmative disclosure obligations;
  • Communicating with the Bureau/Office FOIA Officers and the POST on a regular basis to address emerging issues or problems;
  • Reviewing the practices of the FOIA offices to determine if they are properly utilizing available technology, organizing and maintaining their case files, and interacting effectively with requesters, record custodians, and reviewers;
  • Serving as the DOI FOIA Public Liaison;
  • Providing guidance, position papers, and recommendations to the Department's Executive-level officials on the implementation of FOIA processing priorities and plans, including developing recommendations for resource allocation to ensure that each Bureau/Office commits adequate resources to its FOIA program;
  • Preparing reports on the state of the DOI FOIA program, such as the reports submitted annually to the Department of Justice and the National Archives and Records Administration; and
  • Exercising a broad range of supervisory responsibilities to supervise a team, - Settings work requirements and providing instructions and guidance to ensure DFO goals are met.

Are There Any Special Requirements For This Position?

  • A background investigation will be required for this position. Continued employment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.

  • Because this position requires travel for official business, the selectee will be required to apply for a charge card within 30 calendar days of appointment. Individuals who have delinquent account balances from a previous Government charge card will be required to satisfy their existing obligation before a new card can be issued.
  • This position requires completion of a one year supervisory/managerial probationary period, if one has not previously been completed.

Qualifications

GS-15:
In order to qualify at the GS-15 level, applicants must possess 1-year of specialized Federal service experience at the GS-14 level that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of this position. Such experience is defined as demonstrated experience and knowledge of Freedom of Information Act (FOIA) request processing, and advanced technical knowledge of the FOIA and governing case law, regulations, and guidance.

Examples include overseeing the implementation of processes and procedures for FOIA requests to ensure complete responses in compliance with current federal statutes and regulations; providing authoritative guidance to organization leadership on current, proposed, or new FOIA-related policies and regulations, and preparing workflow analyses to determine whether FOIA requests in a timely, and efficient manner.

Prior experience performing compliance/auditing work and prior supervisory experience are preferred, but not required. J.D. degree is preferred, but not required.
