Dates of employment will vary between park sites depending on funding, weather conditions and visitation. Within regulatory limitations, the length of initial appointment may be shortened or extended depending on work availability and funding.

This position is located in a library in a National Park Service organization. The purpose of the position is to provide technical support to the library in one or more functional areas. Technician work is typically associated with and supportive of a professional field; work may involve substantial elements of the work of the professional field, but requires less than full knowledge of the field involved. This position is intended to report to a specialist or resources manager in the same or a related field.

Incumbent serves as the librarian and site administrator for the Crater Lake Science & Learning Center. Major duties include updating existing IRMA records, building or adding to the library, creating finding aids, promoting the library, and collecting information on prominent researchers relevant to the park. The position also welcomes all visitors to the Science & Learning Center, gives tours as requested, provides assistance and orientation to park researchers who are staying at the residence, and performs light maintenance duties.

Duties:

  • Enters new books and other materials into the library following precedents and established procedures. Prepares new materials for the reference files. While standard methods, practices and procedures are available to reference, the incumbent is frequently required to use judgement to make adjustments.
  • Performs "copy cataloging" by searching available electronic library catalogs and or other catalogs on the internet for records matching library materials, evaluating records, and selecting the best one when duplicates are found.
  • If a card catalog is in use, incumbent prepares and files catalog cards. If the library software in use does not support card printing, incumbent is responsible to update computer-generated indexes maintained in a "binder" catalog.
  • Responds to internal and external reference requests. Researches unusual requests, seeking assistance as necessary.
  • Performs periodic inventory of collections (at least every two years) using shelf list (cards or printout, depending on system).
  • Processes new materials and maintains order on the shelves and in the files.
  • Updates and maintains circulation records including borrower records, overdue material records, and interlibrary loans.
  • If there is no higher-graded library staff member on site, incumbent orders books requested by division chiefs.
  • Provides shelf maintenance for any special collections which require special handling and which may utilize a classification and cataloging procedure unique to the collection and or library.
The typical seasonal entry-on-duty period for Crater Lake National Park is May through October, but can be variable during these months due to weather conditions, project needs, or funding. Anticipated Entry on Duty: May, 2021.

Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license.

Qualifications

All qualifications must be met by the closing date of this announcement or when the "applicant cut off" is reached (which may be sooner than 12/18/2020).

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

To qualify for this position at the GS-06 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: preparing materials for reference files, cataloging or "copy cataloging" books, documents or other reference materials, retrieving and disseminating library materials, etc. You must include hours per week worked.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ICTAP/CTAP Statement: Current surplus and current or former displaced Federal individuals who have special prior­ity selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Physical Demands: The work is partially sedentary, involving prolonged periods of time operating a computer workstation, standing, walking, and bending. Heavy items must be lifted or moved on a routine basis, and shifting of books and files across multiple shelves and file drawers is periodically required.

Working Conditions: Most of the work is performed in a library, which may or may not be adequately lighted, heated and cooled.

The National Park Service has determined that the duties of this position are not suitable for core telework. Situational telework may be available at supervisory discretion.

Non-Competitive Rehire Eligibility: Temporary seasonal employees can only maintain their non-competitive rehire eligibility if they work no more than a combined total of Temporary NTE less than 1040 or 1730 hours anywhere in the National Park Service (NPS) within their established service year. Accordingly, non-competitive rehire eligibility allows for re-appointment to the same position or another position appropriate for temporary appointment with the same qualification requirements (5 CFR 316.402[b][7]), based on series and grade, anywhere in the major subdivision (NPS).

If you have held a temporary seasonal appointment in the past 12 months and have already worked the maximum temporary appointment less than 1040 hours during that period, you are still welcome to apply. However, please be aware that exceeding the limit of 1040 hours in your established service year will result in the loss of your non-competitive rehire eligibility.
