Summary

The Pacific West Region is recruiting for TEMPORARY seasonal positions not to exceed 1039 or 1730 hours work in a service year. Dates of employment will vary between park sites depending on funding, weather conditions and visitation. Within regulatory limitations, the length of initial appointment may be shortened or extended depending on work availability and funding.

Duties

Help

You will serve as the Schonchin Butte Fire Lookout. Important duties include:

  • Observe and report fire and smoke in your assigned area.
  • Possess knowledge about weather systems, fire weather, and fire behavior.
  • Use binoculars, topographic maps, compasses and the Osborne fire finder to identify the approximate location, size and characteristics of smokes and fires.
  • Use thermometers, anemometers, and other simple weather instruments daily to record and report temperature, wind speed, wind direction, and other weather conditions.
  • Use two-way radios or cell phones to communicate with rangers, dispatchers and fellow lookouts about weather, fire hazard conditions, fire emergencies, accidents and updates of wildland firefighting activities. Receive and relay a variety of fire and administrative data to keep dispatcher/fire officials informed of current conditions.
  • Maintain lookout station and grounds in a neat and orderly condition.
  • Maintain fire lookout equipment, making minor adjustments and repairs.
  • Keep records and daily logs and perform other routine administrative tasks.
  • Promote the fire prevention program by explaining State and Federal laws, policies, and regulations to visitors.
  • Provide park and fire prevention information to visitors whom visit the fire lookout.
  • Inform and educate visitors about the natural/cultural resources of the park and local area.
  • Educate visitors and promote participation in the park's programs and events.
  • Hike one mile trail with an approximate 1000 feet of elevation gain to reach the fire lookout.

  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use.
  • You must be able to hike one mile trail with an approximate 1000 feet of elevation gain to reach the duty station.

Qualifications

All qualifications must be met by 11:59 EST when the 'applicant cut-off' is reached (which may be sooner than 12/07/2020).

To qualify for this position at the GS-05 grade level, you must possess at least one of the following minimum qualifications:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: 1) forestry aid or technician work; 2) engineering, range or soil conservation work that involved the application of cultural, resource conservation management practices on forest or ranch lands when combined with knowledge of forestry operations and equipment; or 3) forest or range fire control, prevention or suppression work.You must include hours per week worked on your resume.

EDUCATION:
Successful completion of at least four years of progressively higher level undergraduate education leading to a bachelor's degree or equivalent undergraduate degree (a) with major study in forestry, range management, agriculture, or a subject-matter field directly related to the position, or (b) that included at least 24 semester hours in any combination of courses such forestry, agriculture, crop or plant science, range management or conservation, wildlife management, watershed management, soil science, natural resources (except marine fisheries and oceanography), outdoor recreation management, civil or forest engineering, or wildland fire science. No more than 6 semester hours in mathematics is creditable. You must include transcripts.

Successful completion of a COMBINATION of education and experience as described above. To combine education and experience, first take the number of semester hours (or equivalent) earned towards a bachelor's degree, in excess of 60 semester hours, and divide by 60 semester hours (or equivalent). Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include hours per week worked and transcripts.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". No additional credit is given for overtime. Physical Demands: The work requires long periods of standing, walking and hiking over rough terrain. Demands of long days in the tower may not be physically demanding, but may be mentally fatiguing by occasional heavy fire activity. At times lieu days must be worked because of emergency fire conditions.

Working Conditions: The duty station is located on Schonchin Butte, an isolated mountain peak accessible by approximately one mile of trail with a rise of 1,000 feet. Work is performed indoors and outdoors and is subject to extreme temperature and other weather variances.

Non-Competitive Rehire Eligibility: Temporary seasonal employees can only maintain their non-competitive rehire eligibility if they work no more than a combined total of Temporary NTE less than 1040 or 1730 hours anywhere in the National Park Service (NPS) within their established service year. Accordingly, non-competitive rehire eligibility allows for re-appointment to the same position or another position appropriate for temporary appointment with the same qualification requirements (5 CFR 316.402[b][7]), based on series and grade, anywhere in the major subdivision (NPS).

If you have held a temporary seasonal appointment in the past 12 months and have already worked the maximum temporary appointment less than 1040 hours during that period, you are still welcome to apply. However, please be aware that exceeding the limit of 1040 hours in your established service year will result in the loss of your non-competitive rehire eligibility.

The limit can be exceeded by working multiple temporary seasonal positions that result in a combined total greater than 1040 hours. The limit also can be exceeded by working a single temporary seasonal appointment that exceeds 1040 hours, unless granted an exception by OPM.

Employment may be terminated at any time due to fluctuations in funding levels, project needs, employee performance, or other considerations.

1,730 Waiver Information: Only for approved positions in identified geographic locations, the Not to Exceed limit for seasonal temporary time limited appointments is increased to 1,730 hours which will be determined upon selection.
