Major Duties GS-0170/1015-11: Serves as the cultural resource subject matter expert in the park, advising the superintendent and park staff on matters related to cultural resource disciplines. Manages the cultural resource program, overseeing compliance, research, resource monitoring, and museum, archival, and library collections. Represents the park and the superintendent on matters related to cultural resources and resource stewardship issues with internal and external audiences. Performs or directs cultural resources project work or research, establishing requirements and priorities, developing and managing work plans, schedules, scopes of work, and budget, and developing strategies to reach short- and long-term park and program goals. Conducts research on park cultural and historic resources, and prepares reports, journal articles, and/or books from that research. Manages the museum, archival, and library collections to NPS standards and guidelines, and coordinates documentation, preservation, protection, exhibition, and use of those collections. Negotiates agreements to carry out resource stewardship goals. Represents the park on NPS national or regional task groups or at agency meetings. Makes presentations in parks, public gatherings, and professional meetings. Establishes and maintains working relationships with other federal, state, and local government agencies, tribes, and the public.

Major Duties GS-0170/1015-09: Under supervision of and in consultation with the superintendent, manages the cultural resources program in the park, including the following. Participates in the planning of cultural resource projects or studies; establishes cultural resource project requirements and priorities; and develops strategies to achieve short or long-term cultural resource program goals. Conducts compliance, research, resource monitoring with assistance and input from other subject matter experts and park leadership. Represents the park and the superintendent on matters related to cultural resources and resource stewardship issues with internal and external audiences. Performs cultural resources project work or research, helping to establish requirements and priorities, to develop and manage work plans, schedules, scopes of work, and budget, and to develop strategies to reach short- and long-term park and program goals. Conducts research on park cultural and historic resources and prepares reports from that research. Manages the museum, archival, and library collections to NPS standards and guidelines, and coordinates documentation, preservation, protection, exhibition, and use of those collections. Makes presentations in parks, public gatherings, and professional meetings. Establishes and maintains working relationships with other federal, state, and local government agencies, tribes, and the public.

Duties will be developmental in nature when filled below the full performance level.

All qualifications must be met by the closing date of this announcement-09/14/2020-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.

This interdisciplinary position may be filled in either of the following series: Historian, GS-0170 or Museum Curator, GS-1015. You must submit documentation to show you meet one of the basic Requirements for a particular series and the minimum qualifications for one or both grade levels. YOU MUST PROVIDE A COPY OF YOUR TRANSCRIPTS TO SHOW YOU MEET THE BASIC EDUCATION REQUIREMENT!

Basic Education Requirements for Historian, GS-0170

You have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in history; or a related field, that included at least 18 semester hours in history.
-OR-
You have a combination of education and experience that included course work equivalent to a major (i.e., 18 semester hours) in history or a major in a related field that included at least 18 semester hours in history, as shown above, PLUS appropriate experience or additional education. The quality of the combination demonstrates that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four-year course of study with a major as described above.

Basic Education Requirements for Museum Curator, GS-1015
You have successfully completed a full four-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in museum work or an applicable subject matter field.
-OR-
You have a combination of education and experience that included course work equivalent to a major in museum work or a closely related discipline; PLUS appropriate experience or additional course work. The quality of the combination must demonstrate that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four-year course of study with a major as described above.
-OR-
I have four years of experience that provided knowledge comparable to that normally acquired through the successful completion of the four-year course of study as shown above.

To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position being filled. This experience includes activities such as: Assisting in the management and stewardship of cultural resources in a park or similar organization; participating in the planning of cultural resource projects or studies; assisting with establishing cultural resource project requirements and priorities and developing strategies to achieve short or long-term goals; developing and conducting professional or graduate-level research focused on Archaeology, History, and/or Historic Architecture/Landscapes, (typically this means that your research was peer reviewed and contributed significantly to one of the applicable disciplines). (See further examples in the "Additional Information" section below). You must include hours per week worked.
-OR-
EDUCATION: Successful completion of at least two (2) years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree with coursework directly related to the work of the position. You must include transcripts.

Successful completion of a combination of education and experience as described above. Combination of successfully completed graduate level education of 27 semester hours of appropriate graduate education (50 percent of the education requirement for GS-9, in excess of that required for GS-7) would be qualified for a GS-9 position (assuming that there is no evidence that the attended college or university requires more than 18 semester hours as equivalent to a year of graduate study) and specialized experience of 6 months equivalent to at least GS-7 may be used to meet total experience requirements. You must include transcripts.

To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EDUCATION: Successful completion of a Ph.D. or equivalent doctoral degree OR three years of graduate-level education in history, biology, museum work or directly related fields, which is directly related to the work of this position and demonstrates possession of the knowledge, skills, and abilities required for this position. You must include transcripts.

Successful completion of a combination of education and experience as described above. For example, six months of the specialized experience described (50% of the experience requirement), and 45 semester hours or 68 quarter hours of directly-related graduate level college study as defined above in an accredited institution (50% of the qualifying education) would equal 100%. You must include transcripts.

Physical Demands: The position may require strenuous physical activity including periods of standing, walking, climbing, and lifting and carrying heavy objects. Some activity will occur in physically dangerous areas or settings. Documentary research and report writing work is sedentary, which entails the ability to concentrate and write for long periods of time.

Working Conditions: Work is performed primarily indoors. Occasionally, work may be performed outdoors in all types of weather and conditions. Outdoor assignments may be performed in potentially hazardous areas including steep slopes, rocky terrain, muddy areas, swamps, forests, and construction zones. Temporary work locations may be performed in places with volcanoes, caves, fire lines, arctic environments, and deserts. On occasion, flying in fixed-winged aircraft and helicopters is possible.

Additional Examples of GS-11 Specialized Experience: Working independently with a range of tools, methods, and technology (e.g., photographs, statistics, maps, field map production, remote sensing, oral history, measured drawings, GPS, and/or GIS) to research and document cultural resources; working cooperatively with interagency groups or multiple organizations to plan for or manage long-term protection of cultural resources; providing direction over extensive museum collections and carrying out responsibilities in the four museum functions: collections, exhibits, research, and education; developing scopes of work and monitoring cultural resource project activities and outcomes as Contracting Officer's Representative; and/or performing work requiring the ability to comprehend and apply theoretical considerations and new developments in the technical literature of history, museums, or historic architecture/landscape architecture.
