Summary

The incumbent's primary responsibility is to perform all technical analytical duties at the South Rim Water/Wastewater Laboratory to support the operation of four permitted wastewater treatment plants as well as a public drinking water system so they remain in compliance with all permits issued to the Park.

Help

In compliance with the permits issued to the Park, the incumbent must be able to correctly perform the required analysis, quality assurance procedures, and quality control procedures for BOD, COD, pH, free and total chlorine residuals, ultra low chlorine residuals, suspended solids, settle ability, volatile organic solids, dissolved oxygen, alkalinity, total hardness, total and fecal coliforms, e-Coli, and other analysis that occur regularly. Must also organize, sample, and ship water and wastewater samples to other certified laboratories for the variety of analysis not performed locally including toxicity, volatile organics, nitrates-nitrites, inorganics biosolids metals, and other testing methods required by permits and regulations. The incumbent is in charge of laboratory operations to meet requirements for a certified laboratory under the regulatory oversight of the Arizona Department of Health Services. As such, the incumbent must insure compliance with all ADHS requirements including record keeping, reporting, quality control, quality assurance, successful accomplishments of blind studies, and other regulatory requirements of the oversight agency. The incumbent prepares and submits all regulatory required submissions to the Arizona Department of Health Services, the Arizona Department of Environmental Quality, the Public Health Service and the US Environmental Protection Agency on a regular schedule. The Environmental Health Technician must correlate data, prepare the reporting forms, identify and flag violations, and submit the reporting forms by the deadline dates each month. Preparation of other regulatory documents and public notifications are common. Must remain in compliance with all permits issued to the Park including NPDES Permits, Aquifer Protection Permits, Reclaim Water Permits, and Public Drinking Water System Permits issued by the Arizona Department of Environmental Quality. Must have the ability to wear respirators, self-contained breathing apparatus, and other mandatory personal protective equipment and emergency response equipment when working in hazardous work areas and when working with hazardous chemicals and materials.

Qualifications

All qualifications must be met by the closing date of this announcement-07/14/2020-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

To qualify for this position at the GS-08 grade level, you must possess the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as performing laboratory analyses for in-house testing of water/wastewater, following laboratory safety procedures to include hazardous material handling and disposal, experience calibrating laboratory equipment and instruments, and communicating laboratory treatment findings/results verbally and written. You must include hours per week worked.

EDUCATION: Successful completion of at least one full year of progressively higher level graduate education. To be qualifying, graduate study must have been in identifying, preventing, or eliminating health hazards in one or more areas of environmental sanitation. Such experience must have provided a practical knowledge of environmental health hazards, survey techniques, and control and eradication methods, and may have been gained in work such as biological technician, medical technician, pest control technician, quality control positions with dairy or food service industries, or environmental health worker.

Successful completion of a combination of education and experience as described above. To combine education and experience, first take six months of specialized experience (50% of the experience requirement), and 13.5 semester hours of graduate education in archaeology, anthropology, or other closely related field (50% of the education requirement). Then take the number of months of full time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Physical Demands: The physical effort may be from light to moderate. Sample containers and coolers may weigh up to 50 pounds. Considerable time is spent standing and walking while performing laboratory analysis. Some outside work is required in collecting samples and river and stream monitoring. Periods of walking, hiking, lifting and carrying objects, helicopter travel, and visits to remote sites will be required in the job.

Working Conditions: Work in the laboratory involves handling acids, bases, toxic chemicals, and pathogenic microorganisms. There is also exposure to pathogenic organisms in the field operation with wastewater treatment. The employee may be exposed to insect bites, bruises, cuts, falls, burns, and scrapes. Will be exposed to raw and treated sewage. Will be constantly exposed to moving machinery and chemical feed systems and equipment typical of work performed in the water/ wastewater industry.
