Summary

The work of the position is at Dry Tortugas National Park. The incumbent is required to travel to Garden Key, Florida on a biweekly basis and stay in shared government-furnished for 7-8 nights per 14-day period. A reduced M&IE stipend (currently $26/day) is paid to the incumbent. Housing on Garden Key and transportation costs to and from Garden Key are paid by the government.
As directed, develops and prepares portions of the park(s) resources management plan that requires the application of biotic resources. In concert with the supervisor or a higher graded specialist, prepares specific resources action plans and strategies needed to successfully manage and protect natural ecosystems and environmental conditions. Unusual or difficult problems are discussed with the supervisor before carrying out assignments.
Identifies research needs and recommends request for proposals or statements of work.
Develops and maintains liaisons and effective working relations with related groups and individuals, agencies, and the public in order to encourage and facilitate cooperative regional management strategies.
Attends management and professional conferences and other events for the purpose of exchanging information and advancing advocacy for park stewardship.
Coordinates the park(s) natural resource strategies and programs with those on adjacent lands for the purposes of achieving broad ecosystem protection strategies and preventing human impacts.
In cooperation with appropriate staff, researchers, and partners, the incumbent tests, and implements scientific monitoring protocols to identify, evaluate, and do short and/or long-term monitoring of natural resources. This includes conducting inventories to determine statistically valid plot distributions and design.
Works with the supervisor or a higher graded specialist in writing new monitoring documents that define monitoring techniques and developing methods for future refinements of protocols.
Prepares management and scientific reports regarding the results of protection, mitigation, restoration, reintroduction, inventory, monitoring, and research activities, and makes recommendations to supervisor on problems found.
Carries out statistically valid data collection protocols for monitoring of natural resources and the results of protection, mitigation, and restoration projects. Performs data collection using advanced technology such as electronic data collectors when appropriate. Performs data entry and carries out control checks on data collection and entry performed by others.
Incorporates appropriate GIS technology into job to provide comprehensive and scientifically sound answers to inquiries from managers and others. Uses automated methods of data collection, analysis or illustration.
Acquires and maintains equipment and supplies necessary to conduct field activities.
May prepare and maintain specimens in the park's natural history collection. May maintain records on the collection.
May carry out program management duties by developing work plans and schedules. May administer and track project funds and prepare accomplishment reports, as needed
May supervise seasonal, temporary, permanent, VIP, and other personnel, but less than 25% of the time.
Appointment subject to background investigation and favorable adjudication.

You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. You will be required to complete a one-year trial period.
You may be required to travel overnight away from home up to 4 nights per month. You must obtain a government charge card for travel purposes.
Qualifications
BASIC REQUIREMENT: Successfully completed a full four year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of stud in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to this position. OR a combination of education and experience that included course work equivalent to a major (i.e., 24 semester hours) in biological sciences, agriculture, natural resource management, chemistry, or a discipline closely related to biology; PLUS appropriate experience or additional course work. The quality of the combination demonstrates that I possess the knowledge, skills, and abilities required to perform the work of this position and is comparable to that normally acquired through the completion of a full four-year course of study with a major as described above.Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position.
To qualify for this position at the GS-09 grade level, you must possess one of the following minimum qualifications in addition to the basic requirement above by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as:determining the effects of complex land and water development proposals on the distribution and abundance of living organisms; the short and long-term effects on available habitat, and the effects on landscape characteristics; conducting investigations of the status, life requirements, habitat availability, and improvement/recovery needs for various aquatic and wildlife species and their habitats, including Federal listed threatened or endangered species, candidates species for listing, and other species of special concern; preparing objective reports on aquatic and wildlife issues and of investigations conducted; developing alternatives and preparing specific recommendations for resource protection and restoration activities; acting as liaison with project principals and coordinating with other agencies, tribes, and organizations; providing guidance and assistance on habitat restoration and conservation issues to Federal, Tribal, State, and private interests as well as to other biologists within the office; and negotiating habitat restoration/management plans and agreements with Federal or State, Tribal organizations, and non-governmental organizations or private landowners. . -EDUCATION: Successful completion of at least two years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree from an accredited college or university in a field directly related to fire science, fire management, biological science, agriculture, natural resource management, chemistry or related disciplines. One year of graduate education is considered to be the number of credit hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) is considered as satisfying the requirement for one year of full- time graduate study.include transcripts.

Physical Demands: The position may require strenuous physical activity including periods of standing, walking, climbing, and lifting and carrying of heavy objects. Some activities will occur in physically dangerous. Documentary research and report writing work is sedentary, which entails the ability to concentrate and write for long periods of time.
Working Conditions: Work is performed both indoors and outdoors in all. Assignments may be performed in potentially hazardous areas including steep rocky terrain, arctic environments and forests. Flying in fixed and rotary wing aircraft is possible. The majority of the work is underwater and the incumbent is required to SCUBA dive in accordance with NPS policy and qualification requirements found in Reference Manual 4 - Diving.
