Summary

This position serves as the Bureau Archivist within the Museum Management Program in Washington, DC. The Program oversees and provides advice, technical assistance, and professional development support to NPS parks, centers, and regional offices in caring for museum collections comprising of more than 85,000 linear feet of archives.

Duties

Help

The major duties of the Bureau Archivist role include but are not limited to the following:

  • - Develop and oversee procedures and programs pertaining to Service-wide management of paper and electronic archival and manuscript collections and ensure conformance with relevant laws as well as with Department of the Internior (DOI), National Park Service (NPS), and National Archives and Records Administration (NARA) policies.
  • - Provide leadership in the development of new, innovative policies, programs, and practices as they pertain to electronic records management in the museum program.
  • - Evaluate and recommend improvements to ICMS/MCMS database functional requirements and assist with implementations and maintenance of program components that relate to archival collections.
  • - Review planning documents pertaining to archival collections in parks, regions, and other offices.
  • - Evaluate Service-wide staff training needs on archival theory and practice.
  • - Represent NPS at meetings with NARA, DOI, and the Library of Congress and respond to requests about the NPS management of archival collections.

Duties will be developmental in nature when filled below the full performance level.

You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • - If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • - You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.
  • - You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.
  • - You must be able to lift at least 40 pounds of weight to successfully complete the requirements of this position.

Qualifications

All qualifications must be met by the closing date of this announcement-04/06/2020-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect either full-time or 40 hours per week. If a part-time work schedule is reflected, the hours must be annotated to ensure proper crediting of specialized experience.

Basic Requirements:
To qualify for the Archivist position, you must meet the following Basic Requirements by the closing date of this announcement:

  • A) Bachelor's degree in archival science or bachelor's degree with a major that includes 18 semester hours in archival science, history and/or in political science or government, and 12 semester hours in one or any combination of the following: archival science, history, American civilization, economics, political science, public administration, or government.
  • -OR-
  • B) Combination of education and experience - at least 30 semester hours that included courses as shown in A above, plus appropriate experience or additional education. Professional experience must have been in archival science, or in a directly related field of work such as history that involved the collection, appraisal, analysis, or synthesis of information having historical or archival values. The following are illustrative of kinds of experience that may be accepted as meeting the professional experience requirements: (1) experience as an archivist in Federal, state, religious institution, business, or other archives, or in manuscript depositories, and (2) experience of an archival nature that involved research in archival science, or in a directly related field such as history, government, economics, political science, international relations, or international law.

Minimum Qualifications (GS-12):
To qualify for the Archivist position at the GS-12 grade, and in addition to the Basic Requirements listed above, you must also meet the following Minimum Qualifications by the closing date of this announcement:
  • EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service. Specialized experience is experience that equips the applicant with the particular knowledge, skills, and abilities needed to perform the duties of this position. Experience at this level must include all of the following: provided guidance on archival theory and practice through training sessions, written guidelines, or reviewed archival work products; developed and implemented plans for electronic records or served on working groups to provide guidance on digital asset management. You must include hours per week worked on your resume..

Minimum Qualifications (GS-13):
To qualify for the Archivist position at the GS-13 grade, and in addition to the Basic Requirements listed above, you must also meet the following Minimum Qualifications by the closing date of this announcement:
  • EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service. Specialized experience is experience that equips the applicant with the particular knowledge, skills, and abilities needed to perform the duties of this position. Experience at this level must include all of the following: managed an archives program that established archives collection management policies and procedures, including managing budgets or advising on contracts for archives projects; established best practices for electronic records, such as preservation standards and procedures for data migration. You must include hours per week worked on your resume.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor.

Physical Demands: This work is mostly sedentary though it will require travel. On-site work at parks may require climbing stairs or ladders, bending, reaching, and lifting up to 40 lbs. The work requires intensive mental effort, attention to detail, and concentration to meet objectives or to provide, on short notice, professionally valid solutions to assignments. It also requires the ability to handle stress.

Working Conditions: The primary work environment is in an office setting but travel to field units, laboratories, museums, and collections storage facilities is required. Ability to travel by air, boat, and to drive passenger vehicles is required. Survey work may include working in hot or cold storage environments as well as exposure to mold, dust, and pest infestations. Personal protective equipment may be required in limited situations.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
