The core responsibilities of this position are a full range of Park Ranger generalist duties including back-country duties and front country patrol.
in the Rincon Mountain District of Saguaro National Park. The Ranger spends time in the field doing strenuous hiking or horseback riding, performing project work, working with trail crew, contacting visitors, and responding to all types of emergencies including wildland fires. Helping to coordinate and maintain a busy backcountry Ranger Station with a multitude of different work groups coming and going throughout the summer season. Incumbent will be performing the following duties:

  • Emergency services (emergency medical, search and rescue, emergency dispatch)
  • Performs as a Type 2 wildland firefighter.
  • Assist in the management, information dissemination, or the carrying out of programs in a park, conservation reserve or similar area
  • Responsible for daily care of stock assigned, to include watering, maintaining shelter, securing fencing or corrals, treating injuries.
  • Conducts interpretive programs and demonstrations outside park boundaries for the purpose of informing the community about the agency mission and resources.
  • Assist in carrying out the park's Safety and Health Programs.

Qualifications

All qualifications must be met by the closing date of this announcement-03/16/2020-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

To qualify for this position at the GS-5 grade level, you must possess at least one or all of the following minimum qualifications by close of the announcement:

EXPERIENCE: One year (12 months) of specialized experience equivalent to the GS-04 level in the federal service. Specialized experience demonstrates the knowledge, skills, and abilities to perform successfully the duties of a Park Ranger. Experience may have been in technical, administrative, or scientific work, fish and wildlife management, recreation management, law enforcement, or other park-related work. Qualifying specialized experience include but are not limited to the following: 1) Emergency services (emergency medical, search and rescue, emergency dispatch); 2) park guide or tour leader; 3) Fire management (wildland and/or structural); assist in the management, information dissemination, or the carrying out of programs in a park, conservation reserve or similar area (fee collection, entrance station, backcountry office, visitor use assistant, volunteer, visitor information desk, campground ranger). You must include hours per week worked. -OR-

EDUCATION: Four years of education above high school (120 semester hours) leading to a bachelor's degree with a major study or 24 semester hours of course work in the following fields: natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement, police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. Course work in fields other than those specified may be accepted if it clearly provides applicants with the background of knowledge and skills necessary for successful job performance in the position to be filled. (You MUST submit a copy of transcripts OR a listing coursework that includes your name, school name, credit hours, major(s), and grade-point average or class ranking. A copy of your official transcripts will be required before entrance on duty, if selected). -OR-

COMBINATION OF EXPERIENCE AND EDUCATION: Equivalent combination of education and experience. NOTE: Only education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree is creditable toward meeting the specialized experience requirements. For example, 6 months of the specialized experience described in A above (50% of the experience requirement), and 3 years of college study from an accredited institution (50% of the qualifying education) which included at least 18 semester hours of related coursework as specified in B above (50% of the related coursework required). Must include transcripts.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Non-Competitive Rehire Eligibility: Temporary seasonal employees can only maintain their non-competitive rehire eligibility if they work no more than a combined total of Temporary NTE less than 1040 or 1730 hours anywhere in the National Park Service (NPS) within their established service year. Accordingly, non-competitive rehire eligibility allows for re-appointment to the same position or another position appropriate for temporary appointment with the same qualification requirements (5 CFR 316.402[b][7]), based on series and grade, anywhere in the major subdivision (NPS).

The limit can be exceeded by working multiple temporary seasonal positions that result in a combined total greater than 1040 hours. The limit also can be exceeded by working a single temporary seasonal appointment that exceeds 1040 hours, unless granted an exception by OPM.

Physical Demands: The work requires regular and recurring physical exertion such as long periods of standing, walking, driving, bending. Must have the ability to routinely carry backpacks of up to 50 pounds in steep terrain and in adverse weather conditions.

Working Conditions: Work is performed in a setting in which there is regular and recurring exposure to moderate discomforts and unpleasantness, e.g., high or low temperatures, confined spaces or adverse weather conditions.

National Park Service

Saguaro National Park is divided into two districts. One is the Rincon Mountain District on the east side of the city of Tucson and the other is the Tucson Mountain District on the west side of Tucson. It is approximately a 1-hour, 30 mile drive between the two districts.
The Tucson Arizona metropolitan area has a population of approximately 1 million people. It is also the home of the University of Arizona. Summer daytime temperatures are often over 100 °F and overnight temperatures range from the 60's to 80's °F. Winter daytime highs are normally 60's and 70's °F and overnight lows range in the 30's and 40's °F. The area averages about 12 inches of rain annual with rainy seasons in the summer and winter.
