Summary

This position is located in the Office of the Secretary of Defense (OSD), Office of the Chief Management Officer (OCMO), Data Insight Directorate. The Data Insight Directorate is responsible for leading a Department-wide effort to establish a common, authoritative data environment that supports the management of performance goals for the DoD. The incumbent will support DoD leadership, and other stakeholders with insights gained from analyzing Common Enterprise Data.

Your typical work assignments may include the following:

  • Serves as a Data Scientist working with stakeholders to identify opportunities for leveraging Common Enterprise Data to drive business solutions covering several functional domains, to include: financial management, medical/health care, IT (Cyber), acquisition, logistics & supply chain, HR, readiness, safety, testing & evaluation, real estate and property contract management.
  • Develops insights to deliver positive business impact for assigned functional domains with a primary focus on financial management, medical/health care, and IT (Cyber).
  • Creates and uses advanced machine learning algorithms and statistics: regression, simulation, scenario analysis, modeling, clustering, decision tress, neural networks, etc.
  • Mine and analyze data from both DoD and external databases, associated with Defense business systems related to business operations and management, to drive optimization and improvement of productivity, efficiency, and other outcomes required by the NDAA and National Defense Strategy.
  • Assess the effectiveness and accuracy of new data sources and data gathering techniques.
  • Develops processes and tools to monitor and analyze model performance and data accuracy.
  • Creates and uses advanced machine learning algorithms and statistics; regression, simulation, scenario analysis, modeling, clustering, decision trees, neural networks, etc.

Qualifications

The Computer Scientist occupation has specific educational requirements which apply to all positions. To Qualify, applicants must meet the following Basic Requirement:

BASIC REQUIREMENT:
Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

In addition to meeting the Basic Requirement above, to qualify for the position you must also meet the specialized experience requirements listed below:

You may also qualify at the GS-13 grade level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the military or private sector) that demonstrates your ability to use statistical computer languages to query databases to conduct computer analysis and draw conclusions; using models to test the effectiveness of different courses of action; using data mining/data analysis methods; and creating data architectures.

You may also qualify at the GS-14 grade level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service (experience may have been gained in the military or private sector) that demonstrates your ability to apply knowledge of statistical software and computer programs to conduct computer analysis of statistical data and findings; using large data sets to identify opportunities for operations and process optimization; using models to test the effectiveness of different courses of action; using data mining/data analysis methods; and creating data architectures.

You may also qualify at the GS-15 grade level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-14 grade level in the Federal service (experience may have been gained in the military or private sector) that demonstrates your ability to apply knowledge of statistical software and computer programs to conduct computer analysis of statistical data and findings; using large data sets to identify opportunities for operations and process optimization; creating and using advanced machine learning algorithms and statistics; developing statistical models to test the effectiveness of different courses of action; using data mining/data analysis methods; and creating data architectures.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
