Summary

The incumbent is one of five division chiefs reporting directly to the Deputy Superintendent and is an integral member of the park's management team. The position is responsible for managing, planning, initiating, administering, and evaluating the parks extensive interpretive, educational, and volunteer activities.

Duties

Help

  • Serve as a key member of the Park Leadership Team and provide leadership in analyzing and carrying out the intent of the park's legislation and guiding documents as well as develops and makes recommendations for the park direction, goals, action and project priority setting.
  • Direct and manage the planning, development and implementation of a comprehensive curriculum-based education program using local and regional educational resources to produce educational materials within the local and state curriculum framework.
  • Direct and manage the planning, development, implementation and operation of the park's interpretive programming.
  • Undertake special projects and represents the park, Superintendent and Deputy Superintendent in public, negotiates and collaborates with representatives of NPS, the Department of the Interior, other federal, state and local agencies, outside partners and organizations, and private individuals interested in the park.
  • Serve as the park's public information officer and leads a team of staff who are responsible for public affairs.
  • Direct and manage the park website and social media platforms.
  • Oversee management of the park's extensive volunteer program.

You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.
  • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

Qualifications

All qualifications must be met by the closing date of this announcement-01/06/2020-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

To qualify for this position at the GS-13 grade level, you must possess the following minimum qualifications by close of the announcement:

To qualify for the GS-13 level, applicant must have one year of specialized experience equivalent to the GS-12 level. Examples of specialized experience may include: park guide or tour leader; knowledge of visitor services, public information, education, and volunteer-in-parks' programs; partnerships, and outreach & civic engagement. Work in a park recreation, or conservation area or program specialist work involving the development and implementation of special park programs via civil and/or human rights or similar operations.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no substitution of education for experience at the grade level(s) of this announcement.

Travel, transportation, and relocation expenses will be paid if the selectee lives outside of the local commuting area and is otherwise eligible for reimbursement of relocation expenses in accordance with the Federal Travel Regulation.

This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate.

Physical Demands: No unusual physical demands are required in the job, which includes sedentary work in an office environment, frequent meetings, attendance at conferences, planning and negotiation meetings and hiking backcountry areas of the park to check on projects. Because of continual coordination and program/project demands, some individuals may find this a stressful position. Travelling to attend meetings is common.

Working Conditions: Work is generally performed in typical office and meeting room settings with occasional exposure to outside elements during project development meetings, site visits, park tours and attendance at special events throughout the year.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
