Duties

Help

The incumbent will be responsible for developing and implementing the national landscape dynamics and/or climate monitoring protocols National Park Service administered lands included within the 32 Inventory & Monitoring Networks. In accomplishing this task, the incumbent will work with an interdisciplinary team of scientists, data management staff, and park managers to identify high priority resource issues, develop integrated and comprehensive approaches to monitoring and reporting the status and trends of resources for the purpose of establishing baseline reference conditions of park ecosystems. Specific duties include:

  • Developing and carrying out statistically valid data collection methods, conducting analysis of complex data, and determining and documenting the significance of findings.
  • Preparing scientific reports regarding the results of inventory and monitoring efforts, and summarizing new information for use by the scientific community, park staff, cooperators, and partners.
  • Coordinating park-based ecological monitoring strategies and programs with those on adjacent lands for the purposes of achieving broad ecosystem protection and conservation strategies.
  • Assisting natural resources management staff in parks, centers, and support offices by providing direct professional and programmatic advice and support.

Qualifications

In order to qualify for this Ecologist, GS-0408, you must meet BOTH the Basic Educational Requirement *AND* meet the Additional Qualification Requirement stated below. Your resume must clearly describe your relevant experience.

Basic Education Requirement for Ecologist GS-0408:

Have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences.

**AND**ADDITIONAL Qualification Requirement:

To qualify at GS-11 grade level:

A. Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) serving as a technical advisor in ecology for one or more parks to apply a systems approach to the study and analysis of organisms and ecological relationships; (2) implementing laws, regulations, policies and guidelines regarding the monitoring of ecosystems and natural resources, including endangered and exotic species; (3) planning and carrying out management and science programs so that the resource stewardship needs of the park are met in a cost effective, efficient, timely, and professional manner; and (4) managing the collection and summation of data utilizing scientific data acquisition and analysis standards, methods, and recording techniques.
Or,
B. Have successfully completed 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. This education demonstrates the knowledge, skills, and abilities required for this position. NOTE: You must submit copies of your transcripts.
Or,
C. Have an equivalent combination of the specialized experience described in "A" and the graduate-level education described in "B". To determine if you qualify under this combination, first determine your total qualifying experience as a percentage of the specialized experience required; then determine your education as a percentage of the graduate education required (note: only graduate education in excess of the first two years is creditable for this combination); and then add the two percentages. The total percentages must equal at least 100 percent to qualify. NOTE: You must submit copies of your transcripts.

To qualify at the GS-12 grade level:

Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) serving as a senior principal advisor in ecology to apply a systems approach to the study and analysis of organisms and ecological relationships; (2) preparing resource action plans and strategies to manage and protect natural ecosystems and environmental conditions; (3) developing work plans, scopes of work, cost estimates, and proposals and/or grants to justify funding and accomplish goals; and (4) designing, implementing, reviewing, and synthesizing landscape-scale data sets (such as land use/ land cover, census, or climate data) so as to understand, investigate, or forecast changes in status, trends, and condition of natural, cultural, or socioeconomic resources.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.


Additional information

  • Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. If selected you will be required to submit a valid driver's license prior to entry on duty.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.
Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor.

Physical Demands: This position may require strenuous physical activity including periods of standing, walking, climbing, and lifting and carrying heavy objects. Some activities will occur in physically dangerous areas or settings. Documentary research and report writing work is sedentary, which entails the ability to concentrate and write for long periods of time.

Working Conditions: Work is performed both indoors and outdoors in all types of weather. Assignments may be performed in potentially hazardous areas including steep slopes, rocky terrain, volcanoes, caves, firelines, arctic environments, swamps, deserts, and forests. Flying in fixed-wing aircraft and helicopters is possible.


The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
