Summary

Park Ranger performs a variety of resource and visitor protection duties.

These are temporary positions not-to-exceed 1039 regular hours in a service year may be terminated sooner or extended depending on management needs.

The typical seasonal entry-on-duty period for Yosemite National Park is December to April, but can be variable during these months due to weather conditions, project needs, or funding. Anticipated Entry on Duty: December 2019

Duties

Help

  • Conducts independent research associated with the protection and conservation of park resources including but not limited to: snow surveys (involving multiple day ski patrols); and avalanche risk assessment and reporting.
  • Performs backcountry patrols on skis and with snowshoes in winter.
  • Assists with resource management projects and wilderness permit checks.
  • Serves as a member of all-risk operations, such as search and rescue, wildland and structural fires, etc.
  • Performs emergency medical response and services at the EMT-Basic level.
  • Educates visitors regarding activities that impact upon the preservation of natural and cultural resources, including issues dealing with visitor safety.
  • Performs various administrative duties, such as gathering routine information for reports, compilation of statistical data, writing reports, briefings and/or letters, etc.

  • You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use.
  • You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • Government housing will be provided.
  • You may be required to work evenings, weekends, holidays, and/or overtime.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

Qualifications

SELECTIVE FACTORS:

  • This position performs emergency medical services, and you are required to have a National Registry Emergency Medical Technician - Basic (or higher) level certification. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position. - AND -
  • This position assesses avalanche conditions to minimize risk to public and staff; and as such, you must have successfully completed avalanche level 2 training course. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position.
- AND -
To qualify for this position at the GS-07 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). Examples of specialized experience could include park guide or tour leader; environmental educator or teacher; law enforcement or investigative work; archeological or historical preservation research work; forestry and/or fire management work in a park, recreation, or conservation area; management, assistant, or program specialist work involving the development and/or implementation of policy related to protection, conservation, or management of park areas or similar operations; or other similar work. You must include hours per week worked.
-OR-
EDUCATION: Successful completion of at least one full year of graduate study in one of the following fields: natural resource management, natural sciences, marine biology/sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, wetlands ecology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. Please note: one year of graduate education is 18 semester hours or 27 quarter hours. You must include transcripts.
-OR-
Successful completion of a combination of education and experience as described above. For example, I have 6 months of the specialized experience described in A above (50% of the experience requirement), and one-half year (9 semester hours or 14 quarter hours) of directly-related graduate level college study in an accredited institution (50% of the qualifying education). The total must equal at least 100 percent to qualify. You must include transcripts.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate. Individuals selected under this vacancy announcement are eligible for the possibility of extensions or rehire in subsequent service years.

Non-Competitive Rehire Eligibility: Please note that a temporary seasonal employee can only maintain their non-competitive rehire eligibility if they work no more than a combined total of 1,039 hours anywhere in the National Park Service (NPS) within their established service year. Accordingly, non-competitive rehire eligibility allows for re-appointment to the same position or another position appropriate for temporary appointment with the same qualification requirements (5 CFR 316.402[b][7]), based on series and grade, anywhere in the major subdivision (NPS).If you have held a temporary seasonal appointment in the past 12 months, and have already worked the maximum 1,039 hours during that period, you are still welcome to apply. However, please be aware that exceeding the limit of 1,039 hours in your established service year will result in the loss of your non-competitive rehire eligibility. The limit can be exceeded by working multiple temporary seasonal positions that result in a combined total greater than 1,039 hours. The limit also can be exceeded by working a single temporary seasonal appointment that exceeds 1,039 hours, unless granted an exception by OPM. Employment may be extended or terminated at any time due to fluctuations in funding levels, project needs, employee performance, or other considerations.

Physical Demands: The work involves extensive periods of standing and walking, in some cases over rough surfaces or inclines, carrying backpacks, tools, rescue equipment, etc. Performing backcountry patrols on skis and/or with snowshoes.

Working Conditions: The work is performed in settings in which there is regular and recurring exposure to moderate discomforts and unpleasantness, e.g. high or low temperatures, confined spaces or adverse weather.

Park ranger - interpreters are specially trained to engage the public so that each park visitor can find a personal connection with the meanings and values found in the places and stories of that park. They help visitors explore the many dimensions of parks by introducing them to a variety of perspectives. By providing the opportunity for visitors to care about the places they visit, they promote stewardship and the opportunity for those visitors to care for park resources. National parks are among the most remarkable places in America for recreation, learning, and inspiration. The work done by park ranger-interpreters through effective interpretive and educational programs encourages the development of a personal stewardship ethic and broadens public support for preserving and protecting park resources, so that they may be enjoyed by present and future generations.
