Duties

Help

  • Works for the Yellowstone Center for Resources (YCR) under the guidance and direct supervision of the Deputy Chief of YCR to oversee the Science Communications Program.
  • Writes and edits materials (i.e., published reports, Yellowstone Science content) and edits compliance and natural/cultural resource documents, and other annual reports produced in the YCR, using style guidance documents developed by the YCR Science Communication Program.
  • Collaborates on and oversees website content on the Yellowstone and Yellowstone Science subject site web pages, and ensures web content complies with the accessibility requirements of Section 508 of the Rehabilitation Act of 1973.
  • Acquires final approval (via the YCR Chief) of layout and design of printed and web content including Yellowstone Science, annual resource reports, web content, and social media posts from the YCR Division, including overseeing preparation and transfer of final files to approved printers and coordinating the distribution of products via email and mail services.
  • Coordinates with the Strategic Communication Division, the Resource Education and Youth Programs Division, partners and other programs on external and internal communications about science and research in the park. Manages other resource-related science communication projects and products.
  • Organizes the biennial scientific conference on the Greater Yellowstone Ecosystem in collaboration with partners and an interjurisdictional conference planning committee. Serves as the liaison for planning other science-based workshops and conferences, such as the biennial Yellowstone Volcano Observatory, science panels, and advisory workshops as requested by YCR programs.
  • Supervises 1-2 staff and contracted technical editors, volunteers, and interns, including overseeing their work and developing performance plans, tracking the program's budget, and submitting annual funding proposals.
  • Will work a full-time work schedule, 40 hours per week.
Area Information: Park headquarters is located in Mammoth Hot Springs in Yellowstone National Park. Elevation at Mammoth is 6,200 feet. Temperatures vary from an average of 70-75 degrees Fahrenheit in summer to sub-zero at times in winter. A school is available, with kindergarten through 12th grade, in Gardiner, Montana, five miles north of headquarters. Free bus transportation is provided for school children between Mammoth and Gardiner. Many community facilities such as stores, a drugstore, day care, motels, and restaurants are available in Gardiner. A medical clinic is available in Mammoth.   • If you are a new employee in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to two nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

Qualifications

To qualify you must meet the U.S. Office of Personnel Management's (OPM) Qualification Standards and Individual Occupational Requirements which include experience and/or education, as listed below and outlined in the Occupational Questionnaire.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

1. OPM's Individual Occupational Requirements (IOR's) for the Technical Writer-Editor, GS-1083-11. This occupational series requires specialized experience or education as an individual occupational requirement. If you do not meet this requirement you will be considered ineligible for this position.

A. EXPERIENCE:Specialized Experience (for positions above GS-5): Experience that required substantial subject-matter or technical knowledge of the field. This experience must have demonstrated the ability to acquire and present technical information through independent reading, interviews with subject-matter specialists, observation of tests and experiments, interpretation of blueprints or diagrams, or other appropriate methods. Such experience may have been acquired as a writer or editor of technical reports, articles, manuals, or specifications.

B. EDUCATION: Undergraduate and Graduate Education: Must have included a total of 15 semester hours in an appropriate scientific, technical, or social science field(s), and at least one course above the introductory level in the field(s) covered by the position. For technical manuals and specifications writers or editors, the equivalent of 15 semester hours may have been gained through vocational or educational training above the high school level at a public, private, or Armed Forces school.

2. OPM's Qualification Standards for the Technical Writer-Editor, GS-1083-11. In addition to meeting the IOR listed above, you must possess the following specialized experience and/or the graduate education listed below. If you do not meet this requirement you will be considered ineligible for this position.

A. EXPERIENCE: Must have at least one year of specialized experience equivalent to the GS-9 grade level in the federal government. Experience in or related to technical writing and editing that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include: 1) Planning, technically writing, editing, and ensuring the publication of print and web-based products that communicate natural and/or cultural resource information, 2) Supervising staff, volunteers and interns in a program and collaborating with colleagues on projects, 3) organizing workshops, panels, and/or large meetings, 4) Tracking and managing a budget for a program and writing funding proposals, 5) Researching information from files, libraries, databases, and subject matter experts on a variety of resource management subjects, AND 6) Using a variety of techniques, materials, and software to design, produce, and reproduce of written and visual products in print and electronically.

B. EDUCATION: Must have successfully completed three (3) full years of progressively higher level graduate education (54 hours) leading to such a degree or LL.M., if related.

OR,

C. EXPERIENCE & EDUCATION: Must possess a combination of specialized experience and graduate level education. EXAMPLE: Six (6) months of specialized experience (50%) plus successful completion of 45 hours of graduate level education (50%) equals 100% of the experience requirement. (NOTE: Only graduate education in excess of the amount required for the GS-09 grade level (36 hours) is creditable when combining experience and education). You must provide a copy of your college transcripts if qualifying based on education.

CONDITION OF EMPLOYMENT: Must possess a valid state driver's license by the entrance-on-duty date, if selected. Please include in your resume, license number, state and date of expiration. DO NOT submit photo copies of your license.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Work Environment : Most work is performed in an office setting. There may be occasional travel to various locations across the country to attend meetings, conferences, training sessions, etc. (although agency travel limitations may restrict the frequency of travel). Pace of work may be rapid and/or demanding at times, with short turnaround requests or deadlines due to the nature of work and external deadlines, requiring flexibility and adaptability.

Physical Demands: The work is mostly sedentary. Occasional travel may be required.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
