Serve as the primary adviser and technical support to the State Director, District and Field Office Managers on all matters related to air quality, to include greenhouse gas emissions, and other atmospheric and climate topics.
Provide technical support to headquarters and the National Operations Center as required.
Develop and assist in developing procedures, policies, and regulations that meet all environmental, legal, and technical requirements.
Provide technical air expertise to identify impacts to climate and air quality for meeting BLM's obligations under NEPA, land use planning, oil and gas development, minerals leasing and development, and renewable natural resource management.
Oversee, review and conduct air dispersion modeling for land use plans and impact assessments supporting resource management and planning analysis. Provide technical planning support for other BLM programs (e.g., oil and gas development).
Provide technical support to the Division of Resources District and Field Office staffs, NOC and headquarters.
Provide technical expertise in coordinating with adjacent international and local air agencies, particularly with the State of Alaska.
Develop policy and guidance on air quality and climate data collection, analysis and storage, as well as model application, testing and validation.

BASIC REQUIREMENTS:Degree: Have a bachelor's or higher degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. Must provide transcripts.

Have a combination of education and experience-- courses equivalent to a major, as shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. Must provide transcripts.

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying:
GS-13 Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-12 grade level in the Federal service, performing the following duties:
experience in the disciplines of air quality, meteorology or climatology including: air pollutant emissions, transport and transformation;
conducting air-quality analyses to ensure project or management activities conform with standards promulgated by local, State, and Federal laws and statutes;
conducting and reviewing mathematical modeling to simulate transport of pollutants in the atmosphere;
working with scientific information on controversial issues and maintaining effective working relationships internal and external to the organization; and
experience with budget processes.
