This position is concurrently open to Merit Promotion eligibles under Announcement Number NPS-PWR-19-10492791-MP-OPM.

Duties will be developmental in nature when filled below the full performance level.

The purpose of this position is to perform a variety of duties throughout the Pacific West Region. Duty stations vary within the region. The incumbent supports senior planners and may engage independently in closely supervised research, design, or other assigned tasks; or provides technical planning assistance, coordination, and support on cooperative conservation and outdoor recreation planning projects for the National Park Service Rivers, Trails, and Conservation Assistance Program working with government agencies, non-profit organizations, tribes and community groups.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application.

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:

GS-09:
Specialized Experience: Applicants must have at least one (1) year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing the following:
1) gathering and analyzing data and information resources related to existing and potential outdoor recreation and natural resources conservation, with responsibility for recognizing key issues and prominent trends; 2) identifying resource study problems for consideration by higher level planners; 3) preparing data summaries and basic drafts of supporting material for inclusion in recreation plans and resource study reports; and 4) carrying out the routine aspects of review and evaluation of project proposals requesting technical assistance.
OR

Education: Successful completion of at least a Master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree from an accredited college or university with major study in outdoor recreation planning and design or a related field such as: sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation. (NOTE: Applicants who qualify on the basis of graduate work in related disciplines must have one or more courses in outdoor recreation. You must submit a copy of your transcripts as proof of any claimed education).

OR

Combination: Successful completion of a combination of education and experience as described above. To combine education and experience, first divide your semester hours of graduate education beyond one (1) year (18 semester hours) by 18. Then take the number of months of full time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. (Note: You must submit a copy of your transcripts as proof of any claimed education).
GS-11:
Specialized Experience: Applicants must have at least one (1) year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing the following:
1) providing planning and design assistance to community based outdoor recreation, natural resource conservation projects, and national park areas; 2) identifying resource information needs, and coordinating or conducting resource analysis including researching, mapping, information management, and systems planning and development; 3) assisting with the organization of planning workshops, public meetings and events; 4) assisting in organizing and the writing of draft project reports; and 5) helping prepare interim and final project products through graphic design, mapping and coordinating final production.
OR

Education: Successful completion of at least a Ph.D. or equivalent doctoral degree or 3 years of progressively higher level graduate education leading to a Ph.D degree from an accredited college or university with major study in outdoor recreation planning and design or a related field such as: sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation. (NOTE: Applicants who qualify on the basis of graduate work in related disciplines must have one or more courses in outdoor recreation. You must submit a copy of your transcripts as proof of any claimed education).
OR

Combination: Successful completion of a combination of education and experience as described above. Then take the number of months of full time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. GS-12:
Specialized Experience: Applicants must have at least one (1) year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing the following:
1) supporting comprehensive planning and design, including the development of planning methodologies, evaluation of resources, formulation of recommendations, and development of long range implementation strategies; 2) planning for conservation and management of rivers, watersheds, paddling trails, local and regional trails and bicycle/pedestrian infrastructure, and natural areas and parks; 3) advising on and helping to facilitate multi-disciplinary teams in the development of strategies for enhancing the quality of communities and natural areas for public outdoor recreation, conservation, and stewardship; and 4) responding to requests from local and state governments, non-profit organizations, tribes, and other community groups for technical assistance.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

There is no substitution of education for experience at the GS-12 grade level of this announcement.

Additional information

  • Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. If selected you will be required to submit a valid driver's license prior to entry on duty.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 10 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor.

Physical Demands: The work is mostly sedentary. The incumbent is expected to participate in meetings and field visits in a variety of settings including urban, suburban, rural and at times, front and backcountry environments. Travel may be frequent and involves the normal risks and discomforts of automobile, bus, rail, or air transportation travel. Walking, bending, carrying, stooping, and at times, hiking, bicycling, and paddling with occasional camping in tents or cabins, and the use of rafts, kayaks and ATVs. The use of photography, global positioning satellite systems, video equipment and emerging technologies may be required when visiting and surveying some sites.

Working Conditions: Work is performed primarily in an office environment, meeting room, or similar setting. Travel may be frequent and involves the normal risks and discomforts of automobile, bus, rail, or air transportation travel. During periods of fieldwork the incumbent may be exposed to a variety of climates, altitudes, and other environmental factors. Job may require occasional hiking
