Summary

The Pacific West Region is recruiting for summer seasonal Biological Science Technician (Terrestrial Mammals), GS-0404-5/6/7 positions intended to assist permanent staff with biological science field work.

The Pacific West Region is recruiting for TEMPORARY seasonal positions not to exceed 6 months (1,039 hours) work in a service year. Dates of employment will vary between park sites depending on funding, weather conditions and visitation. Within regulatory limitations, the length of initial appointment may be shortened or extended depending on work availability and funding. For information about work season, government housing availability, and rate of pay, please review the "Duties" below.

At the GS-05: The incumbent's duties may include any or all of the following or similar duties: surveying and monitoring Sierra Nevada red fox, fisher, bighorn sheep, and bats. Projects take place primarily in remote wilderness settings, and secondarily in front country locations. Duties include: surveying mammals using a variety of techniques, deploying remote cameras and hair snare stations, surveying and collecting scat, collecting and recording observational data, managing data and equipment associated with bat detectors and wildlife cameras, navigating using GPS technology, interacting with the public regarding sensitive wildlife management issues, presenting scientific information to peers and public, training interns and volunteers, and entering field data in the office. Technician may assist with other wildlife projects, as needed. Technician must be able to work well independently, maintain equipment and gear, and have excellent problem solving and communication skills.

At the GS-06: In addition to the duties described at the GS-05 level, the incumbent's duties may include any or all of the following or similar duties: training and organizing field crews, updating and maintaining GIS and Microsoft Access databases or other similar databases, producing maps using GIS, and assisting in the preparation of reports, plans, and guidelines. Project reports may include literature search, description of methods, data analysis, preparation of figures and charts, and summary of findings.

At GS-07 level: In addition to the duties described at the GS-05 and GS-06 levels, the incumbent's duties may include any or all of the following or similar duties: being responsible for data management, conducting data analysis using statistical software and/or GIS, and scheduling and supervising crews comprising 2 to 4 people.

Qualifications

All qualifications must be met by 11:59 EST when the 'applicant cut-off' is reached (which may be sooner than 02/28/2019).

SELECTIVE FACTOR: This position performs field work with mammal species inhabiting the Sierra Nevada. This expertise must include following established protocols in data collection, surveying, data management in the field of terrestrial ecology, wildlife management, bat, carnivore or bighorn sheep species native to the Sierra Nevada ecosystem. Applicants who do not possess this experience will not receive further consideration. This experience must be referenced in your resume.

SELECTIVE FACTOR: This position must be able to backpack up to 15 miles per day for extended periods and must have experience camping in remote wilderness settings conducting wildlife studies and support activities because the position will be performing field wilderness studies and support services.

To qualify for this position at the GS-05 grade level, you must possess at least one of the following minimum qualifications:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as:assisting wildlife biologists with mammal research, conducting mammal surveys using standardized methods, collecting observational data on age, gender, reproductive status, behavior, and habitat use, recording field notes in a well-organized fashion, marking observations using a GPS unit, navigating using a topographic map and compass, and assisting in the preparation of reports. . You must include hours per week worked.

EDUCATION:
Successful completion of at least 4 full years of study above high school leading to a bachelor's degree with major study or at least 24 semester hours in any combination of scientific or technical courses such as wildlife management, biology, ornithology, zoology, ecology, animal husbandry. This must include at least 6 semester hours in wildlife biology courses. You must include transcripts.

Successful completion of a COMBINATION of education and experience as described above and outlined in the assessment questionnaire.

To qualify for the position at the GS-06 grade level, you must meet one of the following minimum qualifications:

Experience: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as:.assisting wildlife biologists with mammal research, conducting standardized surveys and collecting data on mammals (e.g., bats, carnivores, and bighorn sheep) entering and managing data, organizing and maintaining field gear, and assisting with the coordination of field schedules . You must include hours per week worked.

Education:: Successful completion of at least 1 year (18 semester hours) of graduate level coursework directly related to wildlife biology. NOTE:Graduate education or an internship meets the specialized experience required above GS-5 only in those instances where it is directly related to the work of the position. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended You must include transcripts.

Additional information

Temporary positions not-to-exceed 1039 regular hours in a service year may be terminated sooner or extended depending on management needs. Individuals selected under this vacancy announcement are eligible for the possibility of extensions or rehire in subsequent service years.

The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.

Non-Competitive Rehire Eligibility: Effective May 26, 2018, please note that a temporary seasonal employee can only maintain their non-competitive rehire eligibility if they work no more than a combined total of 1,039 hours anywhere in the National Park Service (NPS) within their established service year. Accordingly, non-competitive rehire eligibility allows for re-appointment to the same position or another position appropriate for temporary appointment with the same qualification requirements (5 CFR 316.402[b][7]), based on series and grade, anywhere in the major subdivision (NPS).

If you have held a temporary seasonal appointment in the past 12 months, and have already worked the maximum 1,039 hours during that period, you are still welcome to apply. However, please be aware that exceeding the limit of 1,039 hours in your established service year will result in the loss of your non-competitive rehire eligibility. The limit can be exceeded by working multiple temporary seasonal positions that result in a combined total greater than 1,039 hours. The limit also can be exceeded by working a single temporary seasonal appointment that exceeds 1,039 hours, unless granted an exception by OPM.
