Summary

This is a full-time TERM position located in Chesapeake Bay Office. The primary focus of the position is to initiate an educational and programmatic outreach project benefiting the NPS Chesapeake Gateways & WaterTrails Network and the Chesapeake Bay Program.

TERM positions do not convey permanent status in the Federal service and will be for a period not to exceed thirteen months, with possible extensions up to a total of four years without further competition.

Duties

Help

The incumbent will be responsible for: assessing current Chesapeake stewardship-related curriculum and programming, developing new educational program templates for partners; conducting regional training workshops for environmental educators and teachers; implementing a new National Park Service Junior Ranger program; providing technical assistance for education and outreach projects supported through NPS financial assistance awards; and evaluating and revising a voluntary stewardship code for the general public.

You will be required to submit a Motor Vehicle Operator's License and Driving Record; you may also be required to submit all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • Government housing is not available.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You will be required to complete a one-year trial period.
  • You may be required to travel overnight away from home; you must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

Qualifications

To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: teaching or instructing in natural or cultural resource subjects; supervision or administration of a training program; development of natural and cultural resource curriculum/training/course materials, aids, devices, etc., and an evaluation of the training results; work in the occupation (such as park ranger, park guide, environmental educator) or subject-matter field that required training or instructing others on a regular basis; trainer for environmental or cultural interpretation. Work will include developing and evaluating educational programs and oral presentations of historic, scientific, or natural information to a variety of groups and audiences. You must include hours per week worked.

EDUCATION: Successful completion of at least a master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in one of the following fields: education, communications, natural sciences, history, social sciences, or other closely related subjects pertinent to the education and interpretation of natural and cultural resources. You must include transcripts.

Successful completion of a COMBINATION of graduate education and specialized experience as described above. Note...Only graduate education in excess of one full year may be used to qualify for this grade level. To combine, take the number of semester hours earned beyond the first year towards a graduate degree, and divide by 18 semester hours. Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. For example, I have 6 months of full-time specialized experience as described above (6 divided by 12= 50%); and I have completed 9 semester hours beyond the first year, toward a graduate degree (9 divided by 18= 50%). You must include transcripts.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Physical Demands: This work may require long periods of standing, walking, and speaking. There will be some travel by vehicle. Work will be with constantly changing school groups and may be physically and intellectually demanding.

Working Conditions: Work is performed both indoors and outdoors and is subject to everyday risks or discomforts that require normal safety precautions.

This office represents the NPS in the Chesapeake Bay Program partnership, coordinated by the US Environmental Protection Agency, in Annapolis, MD. Annapolis, Maryland's capital, is located approximately 25 miles east of Washington, DC and 20 miles south of Baltimore. Celebrated as America's sailing capital, Annapolis sits on the Chesapeake Bay and has a deep and lengthy maritime heritage. The city has 37,000 residents but, as a tourist destination, attracts many times that number annually. The county surrounding Annapolis has over 500,000 residents. Educational institutions include St. John's College and the US Naval Academy. The city has a large number of restaurants, shops and all amenities associated with a state capital near a large metropolitan area. Summer temperatures are generally warm and humid and winters are usually mild.
